This 2022 Article IV Consultation highlights that Russia’s war in Ukraine has stifled the Czech Republic’s nascent recovery from the pandemic. Uncertainty is high due to the war with risks to economic activity tilted to the downside and risks to inflation tilted to the upside. The economy remains vulnerable to the availability of and further increases in energy and commodity prices. Czechia's nascent recovery from the pandemic has been hindered by Russia’s war in Ukraine. Gas shortages are unlikely this winter but further increases in energy prices are a key risk. Inflation, which is well above target, and the rise in the cost of living are causing significant social pressure. Amid a volatile economic environment and high risks to the outlook, policy needs to balance reducing inflation with supporting the most vulnerable. Once uncertainty dissipates, continuing the structural policy agenda will be critical. Labor market policies should continue to improve the integration of women, migrants, and refugees, and facilitate the green and digital economic transformation. The indexation of the retirement age to life expectancy would improve pension sustainability and increase labor supply. While energy security is an immediate priority, policies for the green transformation should continue.

This Selected Issues paper examines—through the lenses of a structural model of global value chains—policies that could smooth the transition to the production of electric vehicles in Czechia economy context. In particular, the paper analyzes the impacts of a broad set of policies related to increasing labor productivity, boosting production capabilities in the current set of specialties, and moving up the global value chain. Czechia automotive sector’s value-added share and skill intensity are comparatively lower in the regional context. IMF analysis investigates the potential impact of a transition to electric vehicles in Europe, through a combination of data and modeling techniques. The paper also introduces a stylized structural model of automotive global value chains that includes distinct production of electric and combustion vehicles. The model describes the inter-connectedness of trade and imbeds domestic capability features, including specialization along the global value chain. The model is also calibrated to capture key features of Czechia and Germany’s positions in global value chains, as well as key differences between electric and combustion vehicle production.

The health system performance assessment (HSPA) framework for the Czech Republic is an initiative designed to help the Czech health system improve policy planning, monitoring, and decision taking. This report describes the HSPA framework for the Czech Republic, its development process, governance structure and implementation roadmap. It also details the Czech HSPA framework domains, populated by indicators selected through a comprehensive review process. As such, the framework enables the assessment of strengths and weaknesses of the Czech health system. Its implementation will increase the accountability of national authorities and principal healthcare stakeholders, improve public involvement, smooth flow of information across the health sector, and allow reform planning and monitoring.
