Abstract

Driven by an international agenda, the act of 'rethinking' corruption has already taken place more than once in the past two decades, contributing further to a post-truth about corruption than to anything else. This book makes a clear argument in favor of rethinking corruption across any contingency and offers a forecasting method, alongside the latest generation of analytical, fact-based tools to map, assess and predict corruption risk. Mungiu-Pippidi argues that corruption is a policy problem frequently overriding individual choice, and can only be tackled by strong policy interventions, not by 'nudging' every individual into honesty. Chapters explain that corruption has not decreased despite unprecedented efforts because the international context presently creates far more opportunities for it than constraints: few nations, governments or international organizations have proven able to solve the social dilemma of corruption. Meanwhile, many countries, governments, businesses and politicians profit from a world order where integrity cannot be enforced and perpetuate the current status quo. Rethinking Corruptionwill be crucial reading for academics and students of political science, sociology and law seeking to understand the theoretical dimensions of corruption. It will also be an enlightening read for policy makers, administrators and practitioners looking to rethink how corruption can manifest.

Abstract

Corruption, commonly defined as the misuse of public office for private gains, is multifaceted, multidimensional, and ubiquitous. This edited collection, featuring contributions from leading scholars in the field of corruption, goes beyond the standard enforcement framework wherein individuals only compare the expected costs and benefits of a corrupt act. These chapters explore the political-cultural contexts, legal and regulatory process, and above all moral and psychological factors in attempts to understand and explain corruption. The book explores a broad canvas where gender, technology, culture, institutional structures influence attitudes towards corruption. Design and implementation of anti-corruption strategies benefit from suitable identification of these factors contributing to the prevalence and persistence of corruption. Combining theoretical, and empirical studies with evidence from experiments as well as case studies, the book provides crucial state-of -the art in corruption research in a highly accessible manner. This book serves as a vital reference to students and scholars in economics, politics and development studies. Additionally, policy makers and development practitioners can use the insights from this book in successful design and implementation of anti-corruption policies"-- Provided by publisher.

Abstract

Abstract

Abstract

The metaphor of 'state capture' has dominated South Africa's political discourse in the post-Zuma presidency era. What is state capture and how does it manifest? Is it just another example of a newly independent, failed African state? And is it unique to South Africa?

The contributors in this collection try to explain the phenomenon from a variety of viewpoints and disciplines. All hold fast to the belief that the democracy that promised the country so much when apartheid ended has been significantly eroded, resulting in most citizens expressing a loss of hope for the future. Read together, the essays cumulatively show not only how state capture was enabled and who benefitted, but also how and by whom it was scrutinised and exposed in order to hold those in power accountable. The book aims to present a scholarly and empirical understanding of how things went awry, even with various regulating bodies in place, and how to prevent state capture from happening again in the future.

Abstract

For decades, China's rise to power was characterized by its reassurance that this rise would be peaceful. Then, as Susan L. Shirk, shows in this sobering, clear-eyed account of China today, something changed. For three decades after Mao's death in 1976, China's leaders adopted a restrained approach to foreign policy. They determined that any threat to their power, and that of the Chinese Communist Party, came not from abroad but from withina conclusion cemented by the 1989 Tiananmen crisis. To facilitate the country's inexorable economic ascendence, and to prevent a backlash, they reassured the outside world of China's peaceful intentions. Then, as Susan Shirk shows in this illuminating, disturbing, and utterly persuasive new book, something changed. China went from fragile superpower to global heavyweight, threatening Taiwan as well as its neighbors in the South China Sea, tightening its grip on Hong Kong, and openly challenging the United States for preeminence not just economically and technologically but militarily. China began to overreach. Combining her decades of research and experience, Shirk, one of the world's most respected experts on Chinese politics, argues that we are now fully embroiled in a new cold war.To explain what happened, Shirk pries open the "black box" of China's political system and looks at what derailed its peaceful rise. As she shows, the shift toward confrontation began in the mid-2000s under the mild-mannered Hu Jintao, first among equals in a collective leadership. As China's economy boomed, especially after the Global Financial Crisis of 2008, Hu and the other leaders lost restraint, abetting aggression toward the outside world and unchecked domestic social control. When Xi Jinping took power in 2012, he capitalized on widespread official corruption and open splits in the leadership to make the case for more concentrated power at the top. In the decade following, and to the present daythe eve of the 20th CCP Congress when he intends to claim a third termhe has accumulated greater power than any leader since Mao. Those who implement Xi's directives compete to outdo one another, provoking an even greater global backlash and stoking jingoism within China on a scale not seen since the Cultural Revolution. Here is a devastatingly lucid portrait of China today. Shirk's extensive interviews and meticulous analysis reveal the dynamics driving overreach. To counter it, she argues, the worst mistake the rest of the world, and the United States in particular, can make is to overreact. Understanding the domestic roots of China's actions will enable us to avoid the mistakes that could lead to war.

Abstract

Benin is a small, slow-growing economy whose development relies on two sources of rent that are controlled by self-centred elites: cotton export and illegal cross-border trade with Nigeria. Patrimonialism governs Beninese society as a forceful struggle for political power takes place between the oligarchs who control these sources and use them as formidable levers of power. State Capture and Rent-Seeking in Benin argues that this struggle causes the instability and unpredictability of economic policies, resulting in institutional problems that make economic diversification and growth difficult. Based on a thorough account of the economic, social, and political development of Benin, this institutional diagnostic provides a detailed analysis of its critical institution- and development-sensitive areas such as electoral campaign finance, state capture by business and elites, management of the cotton sector, the tax effort, the informal trading between Benin and Nigeria, and the political economy of land reform.

Abstract

"Corruption is a pervasive problem across the world and is regularly ranked as among the greatest global challenges. Considering the role that corruption plays in exacerbating deprivation and fuelling social tension, peaceful and just societies are unlikely to come about without tackling corruption.Addressing corruption should be a high priority for those concerned with poverty eradication, peace, security, and justice. Yet, curiously, corruption has not yet been the focus of any books by philosophers working on global justice topics. Corruption and Global Justice does so. Author Gillian Brock offers a normatively justified account of how to allocate responsibilities for addressing corruption across the many agents who can and should play a role. In order to know who should take responsibility and how they should do so, we need to understand multiple forms of corruption, the corruption risks associated with various activities, the interventions that tackle corruption effectively, and current policy and legal frameworks in place for addressing corruption. In addition, Brock proposes a new framework for navigating responsibility to address injustice, one that is action-oriented and forward-looking. Adopting an agent-empowering approach and harnessing the power of joining forces in effective collective action, Corruption and Global Justice addresses a significant global problem in a comprehensive way, providing the tools we need for progress as we collaborate to tackle this global scourge."--
