"This book aims to define the duties that EU member states have towards each other in the field of refugee protection. It employs the analytical tools of normative political theory to bring moral clarity to a highly divisive debate on both principles and political feasibility. The central normative problem prompting this project arises from the discrepancy between the commitment to solidarity enshrined in EU law and the reality of asylum provision in the EU. The events related to the so-called EU 'migration crisis' of 2015/16 have exposed this discrepancy and questioned the nascent notion of EU solidarity at its core. The crisis of the EU asylum system, in fact, is not just a symptom of failed integration. It is also a distinctively moral failure that has brought to the fore a distributive dilemma and exacerbated already existing differences between member states in terms of capacity and resources, but also divergent approaches to refugee protection. Despite these clear manifestations of a breakdown in cooperation among European states, the current normative debate on the ethics of refugee protection does not provide much guidance on the normative constraints that should apply to the allocation of responsibility for reception and asylum claims processing in a regional organisation like the EU. There is a broad literature on state duties towards refugees and asylum seekers and an entirely separate scholarship on duties of solidarity between EU member states, dealing mostly with questions of distributive social justice. This book addresses systematically the question of how international duties toward refugees relate to interstate duties inside a regional union like the EU, bridging the gaps between the commitment to solidarity and reality of EU asylum policy"--

The paper takes stock of the growing quantitative literature on outcomes for the forcibly displaced in low- and middle-income countries, where 85 percent of refugees and nearly all internally displaced persons live. The main takeaway is that forced dis- placement research has now become a full-fledged sub-field of the migration literature: it addresses the same questions of economic and social integration, returns, and the impact of conditions and policies in the destination country. Yet, the specificity of the sub-field lies in the analysis of migration of a particularly vulnerable population because of the forced selection into displacement and because those forcibly displaced have experienced shocks before and during displacement, including the loss of physical assets, human capital, and mental health.

Kaum finden sich Studien, die diese Ebenen kombinieren.Im vorliegenden Band werden nun Migrationsprozesse und Migrationspolitik in 13 Ländern Europas von der Nachkriegszeit bis in die Gegenwart untersucht. Dabei geht es zum einen um die Migrationsprozesse selbst, um staatliche und behördliche Regulierungsversuche und deren Auswirkungen sowie um die Reaktionen der Einwanderungsgesellschaften und die der Migranten. Der Schwerpunkt liegt dabei auf der Perspektive der Nationalstaaten, um Gemeinsamkeiten und Unterschiede, Parallelen und Sonderwege zu identifizieren, Vergleiche zu ermöglichen und transnationale Prozesse zu erkennen.Vor allem zwischen den west- und osteuropäischen Ländern lassen sich dabei unterschiedliche Phasen erkennen zwischen Nachkriegs- und postkolonialer Migration, Arbeitsmigration, Binnenmigration, vor allem in der Sowjetunion, Ein- und Auswanderungsprozessen nach dem Zusammenbruch der Sowjetimperiums und der Migration aus den Bürgerkriegsstaaten, vor allem aus Syrien und Afghanistan, nach 2010.
