Public Safety Guidance for Urban Stormwater Facilities provides guidance for reducing risks from safety hazards at facilities managing urban stormwater. People like to be around water and may not recognize the possible dangers of retention ponds, open channels, closed culverts, or other features associated with stormwater drainage, water quality control, or low-impact development. Although it is impractical, if not impossible, to achieve zero risk at stormwater management facilities, steps can be taken to promote public safety. This guidance, developed under the auspices of seven professional associations, provides a framework for integrating protection of the public into the planning, design, operation, and maintenance of stormwater facilities. It describes factors that should be considered in selecting measures and recommends practices than can be used generally or in specific cases. Guidance is provided on such topics as safety evaluations, prioritizing hazards, safeguarding children, fencing, and mosquito control. Appendixes include bibliographies of relevant publications accompanied by key extracts, as well as a gallery of photographs and selection of conceptual design drawings. Abstract

Prepared by the Structural Engineering Institute (SEI) of the American Society of Civil EngineersPrestandard for Performance-Based Wind Design presents recommended alternatives to the prescriptive procedures for wind design of buildings contained in the nationally adopted standard Minimum Design Loads and Associated Criteria for Buildings and Other Structures (ASCE 7) and in the International Building Code (IBC). Developed as a response to increasing interest in performance-based design (PBD), this prestandard aids in resolving conflicts in performance objectives that exist when using prescriptive procedures for the wind design and performance-based procedures for seismic design of individual buildings. It facilitatesdesign of more efficient buildings thatadhere todesired building functionality requirements and reduce property damage from wind while meeting public safety and performance requirements. Major innovations introduced include nonlinear dynamic analysis for wind design, limited inelasticity in the Main Wind Force Resisting System elements, system-based performance criteria, and enhanced design criteria for the building envelope.This document will be of benefit tostructural engineers, architects, building component and cladding specifiers/designers, and building officials engaged in the wind design and review of buildings. The prestandard also benefits building owners and developers, as wellas the general public.

Abstract

These standards offer guidelines that apply to the physical security of facilities with potable water source, treatment, and distribution systems, as well as with wastewater collection and treatment systems and stormwater systems. Taken together, these standards can provide direction for utilities as they design or retrofit their infrastructure to ensure the physical security of water and wastewater/stormwater systems. Recommendations include the use of physical and electronic security measures to protect against various design-basis threats that could otherwise defeat the mission of the utility. Other considerations for utilities applying specific security technologies and methods is included. Additional physical security for water and wastewater/stormwater facilities is beneficial for continuity of business, protection of water quality, provision of sufficient water quantity, ensuring public confidence, and protection of public health and safety. These new standard guidelines, based on draft guidelines prepared by ASCE and the American Water Works Association, with technical input from the Water Environment Federation, will be valuable to anyone involved with the physical security of water, wastewater, or stormwater utilities.

Sponsored by the Task Committee on Roving Security Inspections of the Transportation Security Committee of the Transportation and Development Institute of ASCE. This report presents guidelines for the use of explosives detection dogs in security inspections of public areas. Based upon best practices for security in mass transit and expanded to include other public venues., these guidelines present the current thinking of experts in the field. The report includes specific instructions for unannounced and frequent inspections of buildings, facilities, and public spaces, thus eliminating the need to inspect every venue during every hour of operation. The report covers definitions; situations; auspices, purpose and benefits; and policy. These guidelines were developed by ASCE's Transportation and Development Institute, the Transit Standards Consortium, and the Infrastructure Security Partnership following the March 2004 synchronized bombing attack of commuter trains in Madrid, Spain. It will be valuable to those involved in transportation and public safety and security.

Abstract

The 2013 Report Card for America's Infrastructure seeks to inform the public and policy makers about the condition of U.S. infrastructure and how best to improve it. The report card evaluates 16 categories of infrastructure.in energy, public facilities, transportation, and water and the environment.by assigning letter grades that are based on physical condition and needed fiscal investments for improvement. Each category is graded on eight criteria: capacity, condition, funding, future need, operations and maintenance, public safety, resilience, and innovation. With a cumulative grade of D+, the 2013 Report Card finds that six infrastructure sectors benefited from an increase in private investment, targeted state and local efforts to make upgrades or repairs, or a one-time boost in federal funding. This is the first year since the report card began in 1988 that the grades have improved. Topics include: dams, drinking water, hazardous waste, levees, solid waste, wastewater, aviation, bridges, inland waterways, ports, rail, roads, transit, public parks and recreation, schools, and energy.

Prepared by the 2005 Report Card for America's Infrastructure Advisory Council of ASCE. The 2005 Report Card for America's Infrastructure seeks to inform the public and policy makers about the condition of the nation's infrastructure and how best to improve it. ASCE assembled a panel of 24 leading civil engineers who analyzed hundreds of studies and reports and surveyed more than 2,000 engineers to determine what was happening in the field. The report card evaluates 15 categories of infrastructure by assigning letter grades that are based on physical condition and needed fiscal investments for improvement. In addition, a state-by-state assessment summarizes the top three infrastructure concerns and key infrastructure facts for each state. With a cumulative grade of D, the 2005 Report Card finds that not much has changed since the previous report card of four years ago. Topics include: aviation, bridges, dams, drinking water, energy, hazardous waste, navigable waterways, public parks and recreation, rail, roads, schools, security, solid waste, transit, and wastewater.
