Alluding to Diogenes, the ancient kynic who wandered with a lantern in search of an honest man, through narrative, archival and provocative images and texts, the book lays the groundwork in search of an honest architecture able to question the pressing challenges of our times.

Abstract

Sozialer Wohnungsbau hat in Europa eine weit zurückreichende Tradition. Seit den Anfängen des 20. Jahrhunderts etablieren sich diese oft anonym errichteten und bisweilen verkannten Bauten in den Vororten grosser europäischer Städte. Mit dem multidisziplinären internationalen Forschungsprojekt "Mapping Public Housing" spürt das Center for Studies in Architecture and Urbanism der Universität Porto diesem architektonischen Erbe nach und zeigt, dass sich oft lebendige Siedlungen und ganze Stadtteile aus den Wohnbauprojekten herausgebildet haben. Im vorliegenden Buch werden exemplarische Beispiele u.a. aus Deutschland, Grossbritannien, Portugal, der Schweiz und Spanien näher angeschaut. Das Spektrum reicht von den Anfängen des sozialen Wohnungsbaus in Portugal dank deutscher Investitionen während des Ersten Weltkriegs über die Propagandapolitik in Zusammenhang mit subventioniertem Wohnen für die Arbeiterklasse der 1940er-Jahre bis hin zu nachhaltigen Konzeptideen für die Zukunft. So entsteht ein breites Panorama, das die Entwicklung des subventionierten Bauens als Teil der Kulturgeschichte Europas versteht und die wichtige Rolle nachzeichnet, die dem staatlich alimentierten Wohnungsbau bei der Entstehung des europäischen Wohlfahrtstaats zukam. Le logement social a une longue tradition en Europe. Depuis le début du 20ème siècle, ces structures souvent construites anonymement et peu appréciées sont apparues dans toutes les banlieues des grandes villes d’Europe. Dans le cadre du projet de recherche multidisciplinaire et international Mapping Public Housing, le Centre d’études en architecture et urbanisme de la Faculté d’architecture de l’Université de Porto a retracé le patrimoine architectural du logement social. Les résultats démontrent que, dans de nombreux cas, des quartiers dynamiques et des quartiers entiers de la ville ont émergé de ces programmes de logement social. Ce livre examine de plus près les développements exemplaires en Allemagne, en Grande-Bretagne, au Portugal, en Suisse et en Espagne. Les études de cas couvrent un large éventail de contextes sociaux et historiques, des débuts du logement social au Portugal déclenchés par les investissements allemands pendant la Première Guerre mondiale aux politiques de propagande associées au logement subventionné pour la classe ouvrière dans les années 1940, en passant par les concepts et idées durables pour l’avenir. Hidden in Plain Sight offre un large panorama qui reconnaît le développement de la construction résidentielle subventionnée comme faisant partie de l’histoire culturelle de l’Europe et retrace le rôle important que le logement financé par l’État a joué dans l’émergence de l’État-providence européen. Social housing has a long tradition in Europe. Since the early 20th century, these often anonymously built and unappreciated structures have arisen all across the suburbs of Europe's major cities. In the multidisciplinary and international research project Mapping Public Housing, the Center for Studies in Architecture and Urbanism at the University of Porto's Faculty of Architecture has been tracing the architectural heritage of social housing. The findings demonstrate that, in many cases, vibrant neighbourhoods and entire city districts have emerged from such social housing programs.This book takes a closer look at exemplary developments in Germany, Great Britain, Portugal, Switzerland, and Spain. The case studies cover a wide range of social and historical contexts, from the beginnings of social housing in Portugal sparked by German investment during World War I to the propaganda policies associated with subsidised housing for the working class in the 1940s, and to sustainable concepts and ideas for the future. Hidden in Plain Sight offers a wide-ranging panorama that recognises the development of subsidised residential construction as a part of Europe's cultural history and traces the important role that state-funded housing has played in the emergence of the European welfare state.

Abstract

Der Städtebau der europäischen Diktaturen in der ersten Hälfte des 20. Jahrhunderts diente nicht nur der Herrschaftssicherung im eigenen Lande, sondern auch der Anerkennung durch die demokratischen Staaten. Nach der Machtübergabe an das nationalsozialistische Regime geriet er mehr und mehr zur Trumpfkarte im Wettbewerb unter den großen Diktaturen Europas – fast wie in der Zeit des Absolutismus. Jenseits aller Konflikte und politischer Orientierungen bestand ein intensiver fachlicher Austausch unter den Ländern Europas. Eine nur nationale Sichtweise auf die Diktaturen ist daher nicht hinreichend. Der übergreifende Blick trägt nicht nur dazu bei, die Besonderheiten der jeweiligen Diktatur zu klären, er weist auch manch vereinfachtes Verständnis von deren Städtebau zurück. Das ist keineswegs nur von historischem Interesse: Die Auseinandersetzung mit Diktaturen ist immer auch Ausdruck unserer gesellschaftlichen Verhältnisse, unserer Erinnerungskultur, unserer Fähigkeit, alte und neue Formen von Diktatur zu erkennen - auch heute! Das Buch diskutiert den Stand der Forschung zum Städtebau von fünf Diktaturen der ersten Hälfte des 20. Jahrhunderts und präsentiert exemplarisch neue Forschungsergebnisse. In the first half of the twentieth century, urban design under the influence of European dictatorships not only served to support the rulers in their own country, but also to gain the recognition of the democratic states. After the National Socialist regime came to power in Germany, urban design increasingly became the trump card in the competition amongst the large dictatorships in Europe - almost as in the time of absolutism. Irrespective of all conflicts and political orientations, there was an intense exchange of ideas amongst the states in Europe. It is therefore not adequate to make an assessment just from the point of view of the dictatorships. The overarching view helps to understand the special characteristics of each dictatorship and also disproves some simplified interpretations of their respective approaches to urban design. That is not just of historic interest; the discussion of the issue of dictatorships is always also an expression of our social condition, our commemorative culture, our ability to recognize old and new forms of dictatorship - even today! The book discusses the state of research into urban design under five dictatorships during the first half of the twentieth century, and presents new research results based on examples.
