This volume explores how the process of European integration has influenced collective memory in the countries of the Western Balkans. In the region, there is still no shared understanding of the causes (and consequences) of the Yugoslav wars. The conflicts of the 1990s but also of WWII and its aftermath have created "ethnically confined" memory cultures. As such, divergent interpretations of history continue to trigger confrontations between neighboring countries and hinder the creation of a joint EU perspective. In this volume, the authors examine how these "memory wars" impact the European dimension - by becoming a tool to either support or oppose Europeanisation. The contributors focus on how and why memory is renegotiated, exhibited, adjusted, or ignored in the Europeanisation process.

Regional cooperation in the Western Balkans is an issue that has been much discussed. Nor has there been any shortage of action to match the talk. As a result, the countries of the region are today much more closely connected through various cooperation schemes than they were seven years ago. This is a success that should not be underestimated. If the present situation is compared to the one prevailing in 2000 – an annus mirabilis for the region as democratic changes took place first in Croatia and later in Serbia – clearly a lot of positive developments have taken place. Today the Western Balkans is an emerging region in transition, where economic development is underway and in which cooperation is increasingly seen as an obvious choice, rather than a last-resort option. Yet not everything is rosy. There are still acute social problems within the Western Balkans – delayed integration and the violent conflicts that followed the disintegration of Yugoslavia mean that today the region is blighted by severe unemployment, poor infrastructure, drug and human trafficking and other forms of organised crime. To make matters worse, the EU integration process seems to have been plagued with controversy about ‘absorption capacity’, ‘integration capacity’ and ‘enlargement fatigue’, leading citizens of the countries in the region to question whether the prospect of membership promised to them is in fact a credible one. This Chaillot Paper tries to provide a background against which both cooperation among the countries of the region and their integration in the EU, as major vectors of long-term stabilisation, can be better understood but also more effectively encouraged. Focusing on the forms of cooperation that exist in the region, and also on the different expectations among external actors encouraging and regional actors participating in this, it highlights the importance of successful future cooperation and integration in a region that has traditionally known little of either.

The wars that accompanied the breakup of Yugoslavia in the 1990s were the deadliest European conflicts since World War II. The violence escalated to the point of genocide when, over the course of ten days in July 1995, Serbian troops under the command of General Ratko Mladic murdered 8,000 unarmed men and boys who had sought refuge at a UN safe-haven in Srebrenica. Shocked, the United States quickly launched a diplomatic intervention supported by military force that ultimately brought peace to the new nations created when Yugoslavia disintegrated. Peacemakers is the first inclusive history of the successful multilateral intervention in the Balkans from 1995--2008 by an official directly involved in the diplomatic and military responses to the crises. A deadly accident near Sarajevo in 1995 thrust James Pardew into the center of efforts to stop the fighting in Bosnia. In a detailed narrative, he shows how Richard Holbrooke and the US envoys who followed him helped to stop or prevent vicious wars in Bosnia, Croatia, Kosovo, and Macedonia. Pardew describes the human drama of diplomacy and war, illuminating the motives, character, talents, and weaknesses of the national leaders involved. Pardew demonstrates that the use of US power to relieve human suffering is a natural fit with American values. Peacemakers serves as a potent reminder that American leadership and multilateral cooperation are often critical to resolving international crises.
