Evaluation is a key tool in improving the quality and effectiveness of development co-operation. The Development Assistance Committee (DAC) Working Party in Aid Evaluation is the only international forum where bilateral and multilateral evaluation experts meet regularly. Its Members meet to improve evaluation practice and to learn lessons from development co-operation activities and experiences. A series "Evaluation and Aid Effectiveness" was launched to share selected pieces of work with a broader public. This study acknowledges the considerable progress made in terms of the growing mainstreaming of environmental issues and recognises the need for additional efforts in the context of widespread institutional capacity development. As such, this report shall be considered as a complement to the Committee's earlier publications and guidelines on CDE. These should guide both programme-level and specific project-level CDE assessments and serve as a source of general information for policy-makers as well as practitioners in donor agencies and developing countries. The Mutual Review of Development Effectiveness is an exercise in mutual accountability undertaken jointly by the UNECA and the OECD following a request of NEPAD Heads of State and Government in 2003. Its purpose is to assess what has been done by Africa and its development partners to deliver commitments in relation to the continent’s development, what results have been achieved, and what the key future priorities are. It complements the self-assessments produced by each side to the partnership and looks at commitments made by political leaders collectively, rather than national governments individually. In doing so, it attempts to look at overall performance, recognizing however, that within this there is a large degree of variation and diversity between countries. This is the fifth edition of the MRDE report, following the publication of earlier editions in 2005; 2009; 2010 and 2011. The 2012 report follows the same structure as previous reports and is accordingly organized around four broad policy areas: sustainable economic growth, investing in people, good governance, and financing for development.

Beyond its principles on effective aid, the Paris Declaration lays out a practical, action-oriented roadmap to improve the quality of aid and its impact on development by 2010. It puts in place a series of specific implementation measures and establishes an international monitoring system to ensure that donors and recipients hold each other accountable for their commitments – a feature that is unique among international agreements.

The 2014 report follows the same structure as previous reports, divided into 4 main ‘clusters’ of issues covering: sustainable economic growth, investing in people, good governance and financing for development.

The Road Map for a Country-led Data Revolution was produced by the Informing a Data Revolution (IDR) project, which was launched by PARIS21 in 2014 and financed by a grant from the Bill & Melinda Gates Foundation. The project aims to help ensure the data revolution serves the post-2015 development agenda. Its focus is on National Statistical Systems (NSS) in developing countries. These are crucial to generating the data needed to promote development and reduce poverty and to monitor international development goals. As well as this report, the IDR project has a number of other components, including the following: - Country studies: A study of statistical systems in 27 countries and in-depth studies of 7 countries. - Innovations Inventory: Inventories of innovative solutions that can help fill data gaps, reduce costs and improve efficiency. - IDR Metabase: A database on the organisation, management and performance of national statistical systems to provide a baseline and a means for monitoring progress over time For more on the methodology used to create this report, see Annex - Methodology. http://datarevolution.paris21.org/
