EU External Relations Law and Policy in the Post-Lisbon Era is a collection of works which considers the many different facets of the EU’s increasingly important engagement with the world beyond its borders. The Treaty of Lisbon, which came into effect in December 2009, made significant changes to the powers and competences endowed on the EU institutions. The contributions to this collection consider both the direct and indirect impact of the Treaty on the contemporary state of EU external relations. The authors are drawn from legal, political science and international relations disciplines and their contributions consider innovations or changes brought about by the Treaty itself, including the establishment of the European External Action Service, the roles of the High Representative and President, the collapse of the ‘pillar’ structure and new competences in areas such as defence and foreign investment. Other chapters cover developments which reflect the latest incremental changes upon which the post-Lisbon Treaty arrangements have some bearing, including climate change, transatlantic and neighbourhood relations and the external dimension of ‘internal’ security. The views, considerations and recommendations presented in this book are of particular interest to the large community of academics and policy makers working in the field of EU external relations law and foreign policy, as well as in European studies more generally. Being one of the first published works considering the changes brought about by the Treaty of Lisbon it offers a solid basis for policy development and will further the interdisciplinary debate on all levels within the EU. The various regions within the EU are marked by a high degree of disparity with regard to their economic performance and productivity, and as regards their labour markets. Facing these regional differences, the task of regional and spatial sciences is to develop concepts and strategies to reduce and prevent territorial imbalances. Thus "territorial cohesion" stands for a more balanced spatial development, and aims to improve integration throughout the EU. Although the term is used in many EU documents and strategies, its meaning remains vague and unclear. The scientific articles in this annual deal with the interpretations of this term, the challenges of European spatial development policy, and the problems and concepts involved in achieving territorial cohesion. Furthermore two short reports illustrate the implementation of territorial cohesion on the basis of two research projects.

Is the procedural autonomy of EU Member State a myth or a reality? What should this concept be taken to mean? Starting from the analysis of requirements and principles regulating, generally speaking, the relationships between Member States’ and EU law, this book provides a definition of procedural autonomy able to account for the concept’s inherent limits. Out of an analysis of the more relevant EU jurisprudence, the author identifies the rationale underlying the interventions of the ECJ on issues of procedural autonomy and the common logic that emerges from it; and reveals how, in an unchanged context of ‘procedural autonomy’ of the Member States, national procedural law becomes more and more ‘functionalized’ to the requirements of effectiveness of substantive EU law. As such, we should speak of a ‘functionalized procedural competence’ rather than of procedural autonomy. But this is by no means a case of “Paradise Lost.” The book includes a foreword by Prof. Jürgen Schwarze, one of the founding fathers of European Administrative Law.

Media Governance today is shifting media rules and regulations from national government policies to local, regional, national, multinational and international ones and away from exclusively governmental domains to others, such as market, professional and public interest/pressure groups. Many media-related civil society organisations are based in Brussels, operate at a European level and influence exactly the part of Media Governance that has escaped the national shackles of the member states. But which are those organizations and who do they represent? Which are the relevant EU regulations for the different media industries that they try to influence? How do they participate in the media related debates in the different EU institutions? What are their major position papers? What is the current state of affairs in the European Media Governance relevant to their industry and what are the future issues that they are trying to tackle early enough at a European level? Finally, how are their lobbying efforts coordinated with other political, professional and public interest groups? De problematiek van de grensoverschrijdende arbeid wordt vanuit drie invalshoeken besproken: Belgisch recht - internationaal recht - Europees recht. In het luik Belgisch recht wordt voornamelijk ingegaan op de regeling inzake de afgifte van arbeidsvergunningen en arbeidskaarten (met bijzondere aandacht voor het materiële, personele en territoriale toepassingsgebied van deze wetgeving).
