Le XXe siècle restera celui de l'épouvante. Il a commencé avec l'éradication des Hereros en 1904 et s'est terminé avec les massacres du Darfour en 2004. Entre ces deux moments, le monde aura été le témoin des grands massacres de l'ère stalinienne, de l'immense tragédie de la Shoah, de la disparition d'une partie du peuple cambodgien. Cet essai met en perspective les entreprises exterminatrices les plus marquantes du XXe siècle. Leur histoire montre que le crime de génocide se fonde sur le ciblage stigmatisant d'un groupe à partir de la définition aussi arbitraire que délirante qu'en donne le perpétrateur. Aussi l'auteur s'attache-t-il en permanence à répondre à deux questions : qu'est-ce qui détermine l'intention ultime du génocide ? qu'est-ce qui autorise le génocide à se présenter comme une "solution" ?.

Developments in the understanding and treatment of genocide through the twentieth century have involved a combination of politics, public opinion, social trends, and economic development, and led to the substantive law of genocide and the assumption of international jurisdiction.
