Health Economics presents a systematic treatment of the economics of health behavior and health care delivery. Appropriate both for advanced undergraduate and graduate students of economics, this text provides the background required to understand current research, presenting theoretical models as well as empirical evidence and summarizing key results. Without neglecting ethical concerns, modern microeconomic theory is applied to formulate theoretical implications and predictions. Issues discussed include the economic valuation of life and health, moral hazard in health care utilization, supplier-induced demand, the search for remuneration systems with favorable incentives, risk selection in health insurance markets, and technological change in medicine.

Low- and middle-income countries face major challenges to their health systems. These include a high burden of communicable disease and an emerging non-communicable disease burden. Coverage of effective services and interventions is inadequate and often constrained by funding availability. At the same time, the international financing environment is changing rapidly, with new funding streams becoming available in part as a response to the challenges of meeting the Millennium Development Goals. These countries have taken a diversity of approaches to health care financing policies and programs to face the old and emerging challenges. This is increasingly accompanied by conceptual and applied research which is contributing to our understanding of how different financing mechanisms can contribute to the overall objectives of a health care system. The goal of this volume is to assemble the best of this research and synthesize 'best practices' for the benefit of researchers, policy makers and high level administrators, dealing with all elements of health care financing and focusing on both middle- and low-income settings, to represent the experiences of all regions of the developing world.

Vietnam's successes in the health sector are legendary. Its rates of infant and under-five mortality are comparable to those of countries with substantially higher per capita incomes. Vietnam continues to be an over-achiever in the health sector according to data assembled in this book. Like other countries, though, Vietnam faces challenges in its health system. By international standards, for example, Vietnam has a high incidence of catastrophic household health spending-a large fraction of households make out-of-pocket payments for health care that exceeds a reasonable fraction of their inco
