How can the existence of elites be compatible with democratic governance? Any democratic society is inevitably confronted by this basic question. This book reviews existing research on elites and their interactions with those around them. " Tenez bon ! Courage ! " Cette apostrophe, je l'ai entendue des centaines de fois tout au long de ces deux ans passés à la tête du ministère de l'Education nationale. Au début, je n'y prête guère attention. J'y vois seulement un contrepoint aux difficultés dont la presse se fait si souvent l'écho. Mais, la scène se répétant, je finis par m'interroger : pourquoi la question de la " détermination " est-elle devenue à ce point cruciale pour nos concitoyens ? Après tout, s'agissant de l'action publique, on pourrait évoquer d'autres vertus : la compétence, l'habileté, la droiture, que sais-je encore ? Mais non, c'est chaque fois le " caractère " qui revient en première ligne, comme si la crainte de l'impuissance publique devenait omniprésente. Quels sont les vrais pouvoirs d'un ministre ? Telle est, au fond, la question directrice de ce livre. Il noue deux fils qui cheminent d'ordinaire à part l'un de l'autre : celui de l'expérience vécue, celui de la réflexion sur l'art politique dont les démocraties, prises en tenaille entre la mondialisation et la médiatisation, ont tant besoin. The implications of the personalization of politics are necessarily widespread and can be found across many different aspects of contemporary democracies.Personalization should influence the way campaigns are waged, how voters determine their preferences, how officials (eg MPs) and institutions (eg legislatures and governments) function, and the place and operations of political parties in democratic life.However, in an effort to quantify the precise degree of personalization over time and to uncover the various causes of personalization, the existing literature has paid little attention to many of the important questions regarding the consequences of personalization.While the chapters throughout this volume certainly document the extent of personalization, they also seek to address some fundamental questions about the nature of personalization, how it is manifested, and its consequences for political parties, governance, representation, and the state of democracy more generally. Indeed, one of the primary objectives of this volume is to speak to a very broad audience about the implications of personalization.Those interested in election campaigns, voting, gender, governance, legislative behaviour, and political parties will all find something of value in the contributions that follow.

Joseph Schumpeter's “competitive theory of democracy” – often labeled democratic elitism - has struck many as an apt and insightful description of how representative democracy works, even though convinced democrats detect an elitist thrust they find disturbing. But neither Schumpeter nor subsequent defenders of democratic elitism have paid enough attention to actual behaviors of leaders and elites. Attention has been riveted on how adequately democratic elitism captures the relationship between governors and governed in its insistence that competitive elections prevent the relationship from being one-way, that is, leaders and elites largely unaccountable to passive and submissive voters. Why and how leaders and elites create and sustain competitive elections, what happens if their competitions become excessively stage-managed or belligerent – how, in short, leaders and elites really act - are some of the issues this book addresses.
