La « maladie de la vache folle », la grippe aviaire, tout comme la crise récente liée à la grippe porcine et le débat autour des antennes-relais de téléphonie mobile, tous ces problèmes de santé publique ont contribué à mettre en relief la place désormais centrale accordée au principe de précaution dans le domaine de la santé. Dans une journée d'études réunissant des spécialistes issus du droit, de la médecine, de la santé publique et de la philosophie, le Centre Canguilhem (Université Paris VII) s'était efforcé, en 2008, de faire le point sur la manière dont ce principe a été intégré tant au niveau de la santé publique que dans la pratique clinique ou la recherche médicale. Ce sont ces réflexions qui sont ici publiées. On y voit comment le principe de précaution a transformé les politiques de gestion et de prévention des risques, mettant l'accent sur l'anticipation des risques potentiels et modifiant les procédures d'évaluation et de décision en santé publique. Le principe de précaution impose des obligations nouvelles mais pose aussi des problèmes nouveaux, tant juridiques qu'éthiques. Les débats, parfois tranchés, qui sont ici retranscrits, montrent les difficultés auxquelles se trouvent confrontés les divers praticiens. Plus généralement, ce volume permet de dresser un panorama du dispositif de précaution qui s'est mis en place au niveau international et national pour la gestion des crises et la détection des menaces sanitaires, dans un monde présenté comme « incertain », soumis aux aléas des innovations technologiques et à la mondialisation.
