Abstract

More than 11 years after the 9/11 attacks and 10 years after the October 2002 Bali bombings, the need for a comprehensive assessment of what the countries in Southeast Asia have achieved is overdue. We need to consider whether the strategies against both the domestic and transnational terrorist and extremist threat have been appropriate and have yielded desired results. The aim of this book is to make a comprehensive assessment of the threats of terrorism and extremism in the region and of the policies and practices adopted by the regional countries to counter the same. It is also necessary to evaluate if the region has become a safer place after the decade-long fight. Most importantly, it is time to ask if we need a rethink or develop a new strategy to contain and manage the threats of terrorism and extremism.

Abstract

Contemporary Debates on Terrorism is an innovative textbook, addressing a number of key issues in terrorism studies from both traditional and 'critical' perspectives. This second edition has been revised and updated to cover contemporary issues such as the rise of ISIL and cyberterrorism.In recent years, the terrorism studies field has grown in quantity and quality, with a growing number of scholars rooted in various professional disciplines beginning to debate the complex dynamics underlying this category of violence. Within the broader field, there are a number of identifiable controversies and questions which divide scholarly opinion and generate opposing arguments. These relate to theoretical issues, such as the definition of terrorism and state terrorism, substantive issues like the threat posed by al Qaeda/ISIL and the utility of different responses to terrorism, different pathways leading people to engage in terrorist tactics and ethical issues such as the use of drones.This new edition brings together in one place many of the field’s leading scholars to debate the key issues relating to a set of 16 important controversies and questions. The format of the volume involves a leading scholar taking a particular position on the controversy, followed by an opposing or alternative viewpoint written by another scholar. Abstract

There are a number of radical Islamic circles in Central Asia, such as Salafis, Jamiat-e Tablig or Hizb-ut Tahrir. However, due to their largely peaceful (non-combatant) character or marginal importance, they are not the subject of this study. The report is devoted to the activities of organized armed Islamic radicals from Central Asia, currently concentrated around two international terrorist organizations - the Islamic Movement of Uzbekistan and the Islamic Jihad Union.

Abstract

Le terrorisme affecte l'État, au moins dans les éléments qui le constituent. Les attentats de Paris et de Saint-Denis de janvier et novembre 2015 en sont des témoignages saisissants. Tout se passe comme si, au-delà des effroyables assassinats, l'État lui-même avait été frappé. En réponse, le peuple s'est rassemblé dans les rues de l'Hexagone le 11 janvier 2015 pour réaffirmer son unité et, à travers elle, sa puissance. Territoire, peuple, souveraineté, État. Le terrorisme trouve face à lui les concepts premiers du droit public. D'ordinaire, l'analyse du terrorisme est plutôt effectuée par le biais de branches plus spécialisées du droit : le droit pénal, le droit européen et le droit international. Qu'en est-il sous l'angle du droit public ? Quels sont les rapports, les liens, entre l'État et le terrorisme ? Quel est le pouvoir ou, plus simplement, l'influence de l'État dans l'identification du terrorisme ? Quelles sont les réactions de l'État contre le terrorisme ? Visent-elles seulement à lutter contre le terrorisme ou ont-elles d'autres causes ? Symétriquement, sont-elles susceptibles d'avoir des conséquences plus profondes ? Les contributions réunies dans le présent ouvrage apportent des réponses à ces questions d'un point de vue pluridisciplinaire (droit public, droit privé, philosophie, histoire, économie, sociologie, science politique) et au regard de plusieurs États, tels que la France, l'Espagne, l'Italie, le Royaume-Uni, le Canada et les États-Unis.
