Abstract

The study addresses the question of how the Kurdistan Regional Government can improve the private-sector labor market in the Kurdistan Region{u2013}Iraq (KRI). Doing so will involve creating mechanisms by which job-seekers can develop the right skills and find employers who will hire them, employers can find the employees they need, and the government can create an enabling environment in which the best matches between job-seekers and employers can be made. The study estimates the likely number and education levels of new job-seekers through 2020. It conducts an original, scientific survey to learn about employer perceptions of skill gaps in the KRI. Then, it investigates sectoral employment growth in comparison economies to identify promising growth sectors. Finally, it outlines policy steps for the government to take to improve the functioning of the private-sector labor market.

"Israel faces economic and social challenges. The government has not routinely developed and successfully implemented strategic responses to socioeconomic problems that demand longer-term, coordinated policy action. Effective means to respond to such longer-term challenges may require a more systematic government approach to policymaking. Researchers developed detailed recommendations related to institutions, processes, supporting information, outputs, and implementation for the Israeli government to apply a strategic perspective toward socioeconomic issues and develop a formal socioeconomic strategy for Israel should the government desire to do so. They mapped the institutions and processes in the formation of socioeconomic strategy in the state of Israel as they existed at the time of the project in 2011; described the information used to support strategy formation; analyzed the evaluation and monitoring processes in current strategy formation; identified the gaps in current strategy formation institutions, processes, information, and evaluation and monitoring; conducted international case studies of strategy formation; and compared Israeli practices with international practices"--Publisher's description.

Abstract

In the past 50 years, the U.S. Department of Defense has pursued numerous joint aircraft programs, the largest and most recent of which is the F-35 Joint Strike Fighter (JSF). Joint aircraft programs are thought to reduce Life Cycle Cost (LCC) by eliminating duplicate research, development, test, and evaluation efforts and by realizing economies of scale in procurement, operations, and support. But the need to accommodate different service requirements in a single design or common design family can lead to greater program complexity, increased technical risk, and common functionality or increased weight in excess of that needed for some variants, potentially leading to higher overall cost, despite these efficiencies. To help Air Force leaders (and acquisition decisionmakers in general) select an appropriate acquisition strategy for future combat aircraft, this report analyzes the costs and savings of joint aircraft acquisition programs. The project team examined whether historical joint aircraft programs have saved LCC compared with single-service programs. In addition, the project team assessed whether JSF is on track to achieving the joint savings originally anticipated at the beginning of full-scale development. Also examined were the implications of joint fighter programs for the health of the industrial base and for operational and strategic risk.
