Abstract

The ecological approach to urbanism recently became a main interest in the international disciplinary debate, in response to new social demands: climate change, reduction of natural resources, regeneration of urban abandoned land, perception of unsafety in public space call for changing approach to territory development. The book focuses on the "multi-scalar design", a practice able to act on open spaces, ecological networks and green infrastructures but also on regeneration of the urban organism's neuralgic parts. The book supports a proposal that integrates the territorial vision offered by the green-blue infrastructures with the regeneration of disused and abandoned urban spaces applying recent tools such as urban acupuncture or tactical urbanism, the latter ones revisited according to a design and participatory perspective. Moreover, the perception of unsafety of public spaces is rising as a focal problem for urban policies. Therefore, the methodological design proposal is completed giving specific attention to recent guidelines for urban safety design. The idea of joining these approaches at different levels, from territorial to micro-urban ones, is defined the “s-RGB Design” (safe Regeneration and Green Blue Design).

Abstract

Abstract

The Green Blue Infrastructure is a multifunctional and flexible approach based on various layers, composing an organic network. This design methodology has the potential to recompose together fragments of the contemporary city, generating positive effects on both communities and landscape while improving the health and well-being of people and ecosystems. In this book, different project proposals are presented, facing many contexts and themes, all of which can be traced back to the theory of Green Blue Infrastructure. In the first part of the volume, the attention is focused on the Italian territory, in particular in the South, where the design of Green Blue Infrastructures is still very limited: the presented projects address some relevant issues of this ecological approach, like health issues, multifunctionality, connectivity in the green-grey continuum and resilience, proposing design tools and project elements but also possible improvements in the governance and in the management. In the second part of this book, it is possible to recognise two main methodological approaches to the Green Blue Infrastructure. The first one deals with multi-scalarity of ecological design in the context of European coastal landscapes; the second one considers the relationship between the continuity of green networks and the safety and liveability of public spaces. Anyway, both methodologies try to cope with different aspects of the socio-environmental development, following the principle of integration between urban safety, regeneration and Green Blue Infrastructure design. La Green Blue Infrastructure è un approccio multifunzionale e flessibile basato su vari layer che compongono una rete organica. Questa metodologia progettuale ha il potenziale per ricucire frammenti della città contemporanea, generando effetti positivi sia sulle comunità che sul paesaggio, migliorando la salute e il benessere degli utenti e degli ecosistemi. In questo libro vengono presentate diverse proposte progettuali, affrontando molteplici contesti e tematiche, tutte riconducibili alla teoria dell’Infrastruttura Verde Blu. Nella prima parte del volume, l'attenzione è focalizzata sul territorio italiano, in particolare sull’Italia meridionale, dove la progettazione di infrastrutture Verdi Blu è ancora molto limitata: i progetti presentati affrontano alcune questioni rilevanti di questo approccio ecologico, come le problematiche sanitarie, la multifunzionalità, le connessioni all’interno del continuum verde-grigio e la resilienza, proponendo strumenti ed elementi progettuali ma anche possibili miglioramenti nella governance e nella gestione. Nella seconda parte di questo libro è possibile riconoscere due principali approcci metodologici alla Green Blue Infrastructure. Il primo si occupa della multiscalarità della progettazione ecologica nel contesto dei paesaggi costieri europei; la seconda considera il rapporto tra la continuità delle reti verdi e la sicurezza e vivibilità degli spazi pubblici. Entrambe le metodologie cercano comunque di far fronte a diversi aspetti dello sviluppo socio-ambientale, perseguendo il principio dell'integrazione tra sicurezza urbana, rigenerazione e progettazione di Green Blue Infrastructure.

Abstract

The local dimension of development, even in a framework of global relationships and interconnections, appears as a topic of great interest for the territorial planning disciplines, opening new spaces above all in the reflection on the effectiveness of large area and supra-municipal level planning. The Val d’Agri Inter-communal Structural Plan was conceived as an experimental model of inter-municipal plan, as per DGR n. 1495 of 21/09/2010 of the Basilicata Region, for the development of which a Memorandum of Understanding was signed between the administrations of 23 municipalities. Reference for the entire activity of technical and scientific support to the Staff of the Basilicata Region were three academic institutions: the School of Engineering (SI) of the University of Basilicata, the Department of European and Mediterranean Cultures (DiCEM) of the University of Basilicata, the Urban and Spatial Planning Laboratory "Raffaele D'Ambrosio" (LUPT) of the Federico II University of Naples After a first phase of the research work, concluded in 2014 and whose results are summarized in this volume, in 2018 the technical-scientific support activities have been resumed to allow the Region to define the eventual final products of the Inter-municipal Structural Plan of Val d'Agri.
