Abstract

The report presents the results of two studies: The first compares the capabilities and development approaches used in the Joint Tactical Radio System wideband networking waveform (WNW) and the commercial long-term evolution waveform, and the second analyzes military acquisition programs that have repeatedly exceeded certain cost thresholds. The first study compares differences in system designs, technical requirements, intellectual property protection schemes, and cost in the development of WNW. It also examined how technical risks and challenging requirements contributed to schedule and cost increases. The second study attempts to identify unique characteristics of programs that overrun their budgets more than once.

Abstract

The Defence Procurement Agency, part of the UK Ministry of Defence, asked RAND to analyze how major shipbuilders and contractors monitor programme progress, to consider what information would be useful for shipbuilders to provide the agency, and to understand why ships are delivered late and why commercial shipbuilders maintain a much better schedule performance than do military builders. This monograph presents the researchers' findings and recommendations, which was based on surveys of major US, UK, and other European shipbuilders and other extensive industry research.

Abstract

This report explores why, in recent decades, military fixed-wing aircraft costs have escalated beyond the rates of commonly used inflation indices, examining both economy-driven factors that the Services cannot control and customer-driven ones that they can. The authors found that this trend of cost increases is true for all types of aircraft -- patrol, cargo, trainer, bomber, attack, fighter, and electronic warfare. Economy-driven variables examined include costs for labor, equipment, and material. Customer-driven ones include the costs of providing the performance characteristics that the Services want in their aircraft. The study found several reasons for cost escalation: the increased demand for greater aircraft stealth, the requirement for reduced aircraft weight, and government regulations designed to protect American industry and technology, the environment, and occupational health. Several options to reduce cost escalation are examined, including encouraging international competition for aircraft manufacture, stabilizing procurement rates, and incorporating "lessons learned" from prior development programs. Until this cost trend is curbed, the government will be able to afford fewer, increasingly expensive aircraft, especially if long-term defense investment spending remains relatively constant.

Abstract

Over the past several decades, increases in acquisition costs for U.S. Navy combatants have outpaced the rate of inflation. To understand why, the authors of this book examined two principal source categories of ship cost escalation (economy-driven factors and customer-driven factors) and interviewed various shipbuilders. Based on their analysis, the authors propose some ways the Navy might reduce ship costs in the future.

Abstract

To help the Office of the Secretary of Defense and the Navy with force structure decisionmaking, RAND researchers developed the Shipbuilding and Force Structure Analysis Tool, a series of four linked models that provide an environment in which the user is able to understand the implications of force structure choices on resource requirements and the private shipyard industrial base.
