This paper analyses the relationship between the European Union and Brazil and its influence on Development Cooperation. It includes a brief overview of the characteristics and main objectives of the ‘Strategic Partnership’ and focuses particularly on biofuels as a credible renewable energy and an alternative towards sustainable development cooperation. Due to the extensive debate present in the academic literature, this paper centralized the principal arguments on both sides, in order to better understand some of the constraints present in the chosen study-case of the trilateral cooperation between the European Union, Brazil and Mozambique on biofuel implementation. In the analysis of this trilateral cooperation, the main finding revealed that the ambiguous political commitments did not foster a transparent dialogue reinforcing the lack of coordination with the other actors already involved in Mozambique. Because the emergence of a multiplicity of actors in Development Cooperation are in line with the global tendency towards multilateralism and, ultimately towards multi-stakeholderism, this paper briefly analyses the similarities and challenges present in new forms of cooperation, such as the trilateral cooperation, that has to manage different visions and objectives for the benefit of the receiving country. To sum up, this paper argue that there is a margin for great progress in the trilateral cooperation framework if the shortcomings are properly managed such as on-the-ground capacities and the lack of inclusiveness of the African partners. Finally, a strong emphasis is put on the need for a united front and better collaboration among the European member states if the European Union wants to remain a strong aid provider, in addition to the adaptation to the multilateral aspect of Development cooperation in the future.
