Abstract

The availability of health care for active-duty military personnel and their families is a fundamental component of the services' commitment to support their personnel. It represents a substantial benefit to military members and families, but, despite this clear value, military health care benefits are not routinely counted as an element of military compensation. The end result is that military members may be unaware of the full value of the health care benefit they receive. RAND used relevant calendar year 2000 data from Fortune 500 employers from Ingenix, a private health information company, to quantify military health care benefits. The accessed claims came from many different employers, insurance carriers, and health plans, and they included beneficiaries in most U.S. states. The authors use these data to describe methods for quantifying the value of military health care benefits from the perspective of active-duty members and their families. Even using conservative estimates, the authors find that the value can be quite considerable, ranging from hundreds of dollars per year for healthy single members, who use little health care but would face health insurance premiums in the civilian sector that they do not face in the military, to thousands of dollars for military families.

Abstract

The authors developed an Army Enlistment Options Optimizer approach that creates bundles of bonus and non-bonus enlistment incentives, often paired with smaller, supplemental bonuses. If implemented, potential recruits would choose the bundle they most value from those available according to job type, term length, recruit characteristics, and recruiting environment. This gives recruits greater agency in choosing their enlistment options, potentially increasing satisfaction and enlistments. At the same time, the recruit cohorts would have the characteristics desired by the Army and the Army would benefit from cost savings resulting from reduced bonus expenditures. Abstract

This report, an executive summary of RAND Report R-3199-MIL, presents a nontechnical discussion of the most policy-relevant findings of research on the effects of bonuses on retention behavior. The findings suggest that, overall, the reenlistment bonus program should be continued and perhaps expanded. It enables the services to respond quickly to changes both in labor supply, such as those created by economic and demographic cycles, and in labor demand, such as those created by changes in weapons systems or force deployment. Bonuses are effective in increasing retention rates and promoting longer terms of service. Since they are not part of base pay, they do not directly increase the potential retirement outlays as an increase in base pay would. Their power and flexibility make them a valuable aid in managing the size and shape of the career force.

Abstract

Prior to 1984, military personnel force managers had little incentive tocontrol retirement budgets and payments, which equaled 16 billion in 1984, since any decisions made would not be reflected in budgets for 20 or more years. Congress directed the Department of Defense in 1984 to switch to anaccrual method for accounting for military retirement in the budget processthat would replace the current outlays for retirement in the DoD budget withan amount that reflected the present value of the estimated cost of futureretirement benefits earned by each incoming cohort of personnel.

Abstract

This report describes the PACER SHARE Productivity and Personnel Management Demonstration and the plan that has been developed to evaluate it. The report also presents statistical results concerning the quality of work life, organizational flexibility, work quality, and cost savings during the baseline period prior to the demonstration and throughout the demonstration's first three years. PACER SHARE is a five-year demonstration being conducted at the Directorate of Distribution (DS) within the Sacramento Air Logistics Center (SM-ALC) under the legal authority of the Office of Personnel Management. Its purpose is to determine whether several changes in federal civil service practices being tried on an experimental basis will improve organizational productivity, flexibility, and quality of work life, while sustaining (or improving) the quality and timeliness of work and the capability to mobilize during emergency or wartime. The DSs at the four remaining ALCs (which perform similar functions) serve as the comparison sites. The demonstration formally began in February 1988 after several years of planning. If effective, the interventions will subsequently be considered for wider application.
