Abstract

This volume addresses a wide range of issues related to food terrorism, food security and safety in a comprehensive and up-to-date survey. Abstract

1.1. SAFETY OF CIVIL STRUCTURES Society expects that the failure of civil structures is extremely rare and relies on the care and expertise of the professionals involved in the design, construction and maintenance of structures. This is in particular true for public technical systems such as transportation or energy supply systems and structures such as bridges. Structural safety may be defined as follows: “Adequate safety with respect to a hazard is ensured provided that the hazard is kept under control by appropriate measures or the risk is limited to an acceptable value. Absolute safety is not achievable.” It is thus not the structure as such that is designated safe but rather the people, goods and the environment in its surroundings. The continued use of existing structures is of great importance because the built environment is a huge economic and political asset, growing larger every year. Nowadays evaluation of the safety of existing structures is a major engineering task, and structural engineers are increasingly called upon to devise ways for extending the life of structures whilst observing tight cost constraints. Also, existing structures are expected to resist against accidental actions although they were not designed for. Engineers may apply specific methods for evaluation in order to preserve structures and to reduce a client’s expenditure. The ultimate goal is to limit construction intervention to a minimum, a goal that is clearly in agreement with the principles of sustainable development.

Abstract

The world's ecosystems are at increasing risk of rapid degradation and collapse, as documented in recently published accounts by the United Nations Environment Programme. Many societies are either unaware of the key value that diversity of animals, plants and other life-forms play in the role of healthy and functioning ecosystems and sustained human livelihoods, or are failing to develop policies and strategies for their protection. The challenges we face today are to recognize and anticipate change in ecosystem services in all of its forms and to appreciate human and societal dynamic impacts. To solve these challenging opportunities that mask themselves as insoluble problems, a gathering of renowned scientists from Africa, Europe, India, North America, the Middle East, North Africa and the Russian Federation, under the sponsorship of the NATO Science for Peace and Security Program, EPA Ecosystem Services Research Program, the United Nations Environment Programme, the Desert Research Institute and the Pell Center for International Relations and Public Policy, provides an extended exchange of views and experience. Collectively, they focused on ecosystem services in relation to human welfare, peace and security. This volume represents an extraordinary collective effort to define, design and deliver ecosystem services for the benefit of humanity. Achieving Environmental Security: Ecosystem Services and Human Welfare reflects NATO's "third dimension," which goes beyond cooperation in political and defense fields to encourage cooperation related to civil emergency planning and scientific and environmental cooperation and to focus on stability, sustainability and solidarity among peoples, states and regions, to understand, appreciate and incorporate ecosystem services into the way we live our lives.

"Information and communication technologies now play a big part in the daily personal and professional lives of us all. Cyberspace - the interconnected digital technology domain which underlies communications, transportation, state administration, finance, medicine and education - is part of all our lives. In the last decade, the digital revolution in the South Eastern European (SEE) countries has given more people there access to communication, education, and news than ever before, and we should not underestimate the power of these information and communication technologies. This book presents papers from the NATO Science for Peace and Security Advanced Training Course (ATC) Toward Effective Cyber Defense in Accordance With the Rules of Law, held in Ohrid, Republic of North Macedonia, in November 2019. The course focused on the SEE countries, where, in general, governments have paid appropriate attention to developing cyber defense capacities. In some cases, however, limitations in technological resources have restricted the capabilities of governments to respond to the ever-evolving challenges of defending the cyber domain. Laws and regulations differ from country to country, and the topics covered here were carefully chosen to cover issues in laws and regulations, cyber defense policies and their practical implementation. Abstract

This book summarizes the NATO Advanced Research Workshop (ARW) on “Nanoengineered Systems for Regenerative Medicine” that was organized under the auspices of the NATO Security through Science Program. I would like to thank NATO for supporting this workshop via a grant to the co-directors. The objective of ARW was to explore the various facets of regenerative me- cine and to highlight role of the “the nano-length scale” and “nano-scale systems” in defining and controlling cell and tissue environments. The development of novel tissue regenerative strategies require the integration of new insights emerging from studies of cell-matrix interactions, cellular signalling processes, developmental and systems biology, into biomaterials design, via a systems approach. The chapters in the book, written by the leading experts in their respective disciplines, cover a wide spectrum of topics ranging from stem cell biology, developmental biology, ce- matrix interactions, and matrix biology to surface science, materials processing and drug delivery. We hope the contents of the book will provoke the readership into developing regenerative medicine paradigms that combine these facets into cli- cally translatable solutions. This NATO meeting would not have been successful without the timely help of Dr. Ulrike Shastri, Sanjeet Rangarajan and Ms. Sabine Benner, who assisted in the organization and implementation of various elements of this meeting. Abstract

Nanoscience and Nanotechnology are experiencing a rapid development in many aspects, like real-space atomic-scale imaging, atomic and molecular manipulation, nano-fabrication, etc. , which will have a profound impact not only in every field of research, but also on everyday life in the twenty-first century. The common efforts of researchers from different countries and fields of science can bring complementary expertise to solve the rising problems in order to take advantage of the nanoscale approaches in Materials Science. Nanostructured materials, i. e. materials made with atomic accuracy, show unique properties as a consequence of nanoscale size confinement, predominance of interfacial phenomena and quantum effects. Therefore, by reducing the dimensions of a structure to nanosize, many inconceivable properties will appear and may lead to different novel applications from na- electronics and nanophotonics to nanobiological systems and nanomedicine. All this requires the contribution of multidisciplinary teams of physicists, chemists, materials scientists, engineers and biologists to work together on the synthesis and processing of nanomaterials and nanostructures, und- standing the properties related to the nanoscale, the design of nano-devices as well as of new tools for the characterization of nano-structured materials. The first objective of the NATO ASI on Nanostructured Materials for Advanced Technological Applications was to assess the up-to-date achie- ments and future perspectives of application of novel nanostructured materials, focusing on the relationships material structure ? functional properties ? possible applications.
