This report discusses the buildup of combat power during Operation Desert Shield based upon the analysis of results of an intensive data collection effort undertaken at the request of the Air Force Vice Chief of Staff. This evaluation and data collection activity was initiated and completed while the deployment of forces was under way. This report describes an integrated view of this complex operation as examined by teams of researchers specializing in policy, deployment, operations, command and control, logistics, and manpower and personnel. It focuses on the successes and problems encountered in this unprecedented operation and concludes with a discussion of the implications for future contingency operations.

"Over the past two decades, China's People's Liberation Army has transformed itself from a large but antiquated force into a capable, modern military. Its technology and operational proficiency still lag behind those of the United States, but it has rapidly narrowed the gap. Moreover, China enjoys the advantage of proximity in most plausible conflict scenarios, and geographical advantage would likely neutralize many U.S. military strengths. A sound understanding of regional military issues -- including forces, geography, and the evolving balance of power -- will be essential for establishing appropriate U.S. political and military policies in Asia. This RAND study analyzes the development of respective Chinese and U.S. military capabilities in ten categories of military operations across two scenarios, one centered on Taiwan and one on the Spratly Islands. The analysis is presented in ten scorecards that assess military capabilities as they have evolved over four snapshot years: 1996, 2003, 2010, and 2017. The results show that China is not close to catching up to the United States in terms of aggregate capabilities, but also that it does not need to catch up to challenge the United States on its immediate periphery. Furthermore, although China's ability to project power to more distant locations remains limited, its reach is growing, and in the future U.S. military dominance is likely to be challenged at greater distances from China's coast. To maintain robust defense and deterrence capabilities in an era of fiscal constraints, the United States will need to ensure that its own operational concepts, procurement, and diplomacy anticipate future developments in Chinese military capabilities."--Back cover

"To meet the challenges of the cyberspace era -- including the rapid rate of change in technology, the growing cyber threat, and the need to integrate cyber with operations in other warfighting domains -- the U.S. Air Force (USAF) must find effective ways to organize, train, and equip its cyber forces. Cyber Practices: What Can the U.S. Air Force Learn from the Commercial Sector? identifies approaches to cyber organizational and workforce issues. Specifically, this report describes efforts to identify successful processes and practices from the commercial sector that might be applicable to USAF. To ascertain successful commercial practices, the authors took a twofold approach: a wide-ranging literature review and interviews with a carefully crafted set of commercial organizations, selected for their similarities to USAF and for their reputations of cyber excellence. Companies were identified to be similar to USAF in size, cyber functions performed, exposure to cyber threats, and operational environment. The authors found strong parallels in the commercial sector for Department of Defense information network operations and defensive cyber operations. Although none of the companies interviewed were as large as USAF or required to function in deployed and contested operating environments, the commercial practices described in the report are likely to be applicable to USAF and result in effectiveness and efficiency gains. This report seeks to inform the debate over the extent of U.S. military presence overseas by providing a rigorous estimate of the costs associated with maintaining U.S. Air Force installations and units overseas rather than in the United States. The authors describe the various types of expenditures required to maintain bases and military units overseas and estimate current costs using official data and econometric modeling. They provide a cost model of overseas presence for policymakers to weigh alternative posture options. Their main findings are that while it does cost more to maintain force structures and installations overseas rather than in the United States, the total cost of doing so for the Air Force's current overseas posture is small relative to the Air Force's overall budget.

This report is one of a series designed to support Air Force leaders in promoting resilience among its Airmen, civilian employees, and Air Force family members. It examines the relationship between physical fitness and resilience, using key constructs found in the scientific literature that address work-related physical fitness and health-related physical fitness. Supporting or increasing the levels of physical fitness identified in this report may facilitate resilience and can protect Airmen, civilian employees, and Air Force families from the negative effects of stress. The report also reviews interventions designed to promote physical fitness applicable at the individual, unit, family, and community levels.

U.S. strategists have become increasingly concerned that an adversary might use "antiaccess" strategies to interfere with our ability to deploy or operate military forces overseas. The authors analyzed Chinese military-doctrinal publications to see what strategies China might employ in the event of a conflict with the United States. They then assessed how these strategies might affect U.S. military operations and identified ways to reduce these effects.

"China's approach to nuclear deterrence has been broadly consistent since its first nuclear test in 1964. Key elements are its no-first-use policy and reliance on a small force of nuclear weapons capable of executing retaliatory strikes if China is attacked. China has recently accelerated nuclear force building and modernization, and both international and domestic factors are likely to drive faster modernization in the future. Chinese nuclear planners are concerned by strategic developments in the United States, especially the deployment of missile defenses. Within the region, Beijing is also an actor in complex multilateral security dynamics that now include several nuclear states, and the improving nuclear capabilities of China's neighbors, especially India, are a growing concern for Beijing. Constituencies for nuclear weapons have gained in bureaucratic standing within the People's Liberation Army (PLA). With few, if any, firewalls between China's conventional and nuclear missile forces, new technologies developed for the former are already being applied to the latter, a trend that will almost certainly continue. Given these changes, China is likely to increase emphasis on nuclear deterrence, accelerate nuclear force modernization, and make adjustments (although not wholesale changes) to policy."--Publisher's description.

Why have the costs of acquiring space systems been so high? What are the sources of the problems? To answer these questions, RAND researchers examined the sources of cost growth of Air Force space systems and undertook an extensive study of two space systems--the Space Based Infrared System-High (SBIRS) and the Global Positioning System (GPS)--including an evaluation of their sources of cost growth, an assessment of their approaches to technical risk assessment, and an examination of their acquisition policy adaptations and industrial base environments. The researchers recommend independent program assessment for space systems that emphasizes technical and program factors, and a modified organizational structure that maintains cost analyst independence. They also summarize the cost estimating best practices of several other government organizations.
