This paper shows first that the world is unlikely to reach a broad and effective climate agreement.The EU is likely to be one of the few continents to be ready to take responsibility for all the climatedamage it does to the world. This requires a rethinking of the EU climate policy, as simply minimizingemissions within Europe is not cost effective. Indeed the green paradox may imply that oil and gassavings within Europe are merely postponing emissions Reducing emissions in a non-cooperativeworld requires promoting emission reduction in the rest of the world, even if this world is not reallymotivated to reduce emissions. The main implications for the EU are more emphasis on coal than onoil and gas, favouring technological developments above behavioural adaptations and focusing ontechnologies that are cheap and reduce emissions in the rest of world instead of achieving a carbonfree society in the EU.
