L’Union européenne, dans un contexte de crise économique et politique, est-elle de plus en plus influencée par les États, et particulièrement par les États les plus puissants ? La « méthode communautaire », qui a fait l’originalité du modèle européen d’intégration régionale, a-t-elle cédé le pas à des modes de fonctionnement plus respectueux des souverainetés étatiques ? Au contraire, l’élargissement des compétences transforme-t-il l’Union en une organisation de plus en plus intégrée ? Bien que n’étant pas un État, l’Union peut-elle être une démocratie et une puissance internationale ? L’objectif de ce manuel est de fournir un cadre d’analyse permettant de répondre à ce type de questions. Il ne s’agit pas uniquement de décrire l’Union européenne mais aussi et surtout de l’analyser, d’expliquer ses transformations, d’en saisir les ressorts principaux, au-delà des débats caricaturaux opposant partisans de l’intégration et souverainistes. L’approche retenue est principalement juridique, tout en faisant appel aux clefs de compréhension que fournissent l’histoire et la science politique. Six grands thèmes sont développés : le processus d’intégration, la gouvernance, le système juridique, les bases juridiques et financières, les politiques de l’Union, et la nature de l’Union. « Droit et politique de l’Union européenne » s’adresse aux étudiants des Instituts d’études politiques, des facultés de droit, des masters et autres formations en études européennes et internationales, ainsi qu’à tout lecteur souhaitant avoir une vue générale du fonctionnement et des activités de l’Union européenne.
