Vlaanderen ontvangt jaarlijks meer dan 20 000 nieuwkomers. Immigratie maar vooral de integratie van nieuwkomers, kwam de voorbije jaren dan ook hoog op de Vlaamse politieke agenda te staan. De Vlaamse overheid wil via het inburgeringsdecreet aan nieuwkomers de eerste periode van hun verblijf een aangepast onthaal aanbieden. Aan de onderzoekers van het HIVA werd de opdracht gegeven om na te gaan in welke mate het inburgeringsprogramma de vooropgestelde doelstellingen bereikt. Deze vraag wordt vanuit twee invalshoeken beantwoord: het institutionele perspectief en het gebruikersperspectief. Het onderzoek resulteerde in drie deelrapporten en een syntheserapport. Dit eerste deelrapport probeert een definitie te geven van het concept 'inburgering', om dit als uitgangspunt te kunnen gebruiken bij verder onderzoek. Daarnaast wordt ook kort ingegaan op de politiek-filosofische achtergrond van het integratie- en inburgeringsconcept en op het integratiebeleid in België.

Sinds de uitbreiding van de EU met een aantal nieuwe lidstaten in 2004 en daarna in 2007, zijn er meer en meer Polen, Roemenen en Bulgaren verschenen in de Belgische maatschappij en op de Belgische arbeidsmarkt. In opdracht van het ACV bracht het HIVA voor deze groepen de arbeidsmigratie naar België in kaart.De uitbreiding van de EU gaat gepaard met de ontmanteling van een aantal Belgische sociale beschermingsmaatregelen. Dit wordt in dit rapport geïllustreerd aan de hand van de mechanismen die spelen in drie sectoren waarin migranten vanuit Oost en Centraal Europa vaak aan de slag gaan: de bouw, de vleessector en de fruitteelt. De recente Oost-Europese migraties leggen (mee) een aantal tekortkomingen en aandachtpunten bloot, illustreren vaak hoe het systeem omzeild kan worden en hoe de grens van het wettelijk toegelaten wordt afgetast.Omwille van de verschillende economische realiteit in de landen van bestemming en de landen van herkomst (met o.a. grote loonsverschillen en sterk afwijkende arbeidsvoorwaarden) worden door de nieuwkomers alle mogelijke wegen bewandeld om de Belgische en Europese arbeidsmarkt te betreden. De recente Poolse migratie geeft een voorafspiegeling van wat kan verwacht worden voor de Roemeense en Bulgaarse migratie, zij het dat de binnenlandse situatie van de betreffende landen verschilt

The goal of this book was to study the evolution of the socioeconomic position of people who applied for asylum in Belgium in the period between 2001 and 2010 and who were still residing in the country at the end of the research period. The study compares the integration on the labour market of asylum seekers in procedure to those who have been granted the status of refugees and aims at identifying factors that foster and hinder the socio-economic integration of these populations. In summary, the analysis of the careers of asylum seekers and refugees towards work in Belgium shows the same wide variation in the labour market position of the different groups of immigrants that can be witnessed throughout Europe and by extension across the OECD. All over Europe, immigrants labour market outcomes tend to lag behind those of the native-born and in Belgium even farther than in other OECD countries. No single aspect seems to be responsible: many factors intervene in the labour market integration process and there is no single policy measure that can be, by itself, a key for success. This book however reveals some key factors in the labour market integration of asylum seekers and refugees. Time plays a crucial role and greatly contributes to the changing socioeconomic position of the new immigrants. The different types of statistical analysis (descriptive, multivariate and longitudinal analysis) that have been used to analyze the distinct (sub) populations of the database are all in line with each other research. The longer a person is present in the country, the more likely that person is to find a job and cease dependence on social welfare.www.academiapress.be
