Adopté le 16 décembre 1966 et entra en vigueur le 23 mars 1976, le Pacte international relatif aux droits civils et politiques compose, avec le Pacte international relatif aux droits économiques, sociaux et culturels, la " Charte internationale des droits de l'homme " sous la clef de voûte de la Déclaration universelle des droits de l'homme. Ce commentaire article par article du Pacte international relatif aux droits civils et politiques entrepris par le Centre de recherche sur les droits de l'homme et le droit humanitaire de l'Université Paris II, entend dresser un bilan de plus de trente années d 'application du Pacte, sur le plan international comme dans le cadre interne. This unique collection has been compiled to mark the occasion of the 25th anniversary of the activities of the Human Rights Committee established under the International Covenant on Civil and Political Rights. It reflects various aspects of the Committee and its activities and is comprised of articles contributed exclusively by its members, past and present. The Festschrift is divided into five chapters. Chapter I comprises four articles dealing with the UN system of human rights protection in general and the role and work of the Human Rights Committee in particular.
