Le cannabis a été, pendant longtemps, considéré comme une menace à la paix sociale et à la santé. Des pays se sont ligués dans le temps à combattre son utilisation à des fins festives, prétendant que ce produit est nocif et très dangereux pour la santé. Une politique prohibant le cannabis a donc été, pendant longtemps, la principale politique de régulation à travers le monde. Mais cette politique était conçue et appliquée sans étudier en profondeur la composition du cannabis et connaitre vraiment l’effet de sa consommation sur la santé. Certains pays n’ont fait que suivre les leaders mondiaux dans leur politique prohibitionniste et ont classé le cannabis parmi les drogues à prohiber sans analyses de laboratoire, sans recommandations d’experts. Avec les progrès technologiques, des études ont eu pour cible le cannabis et ses effets sur la santé. Les résultats de ces études poussent certains pays à revoir leur politique de régulation. Depuis, plusieurs pays ont libéralisé le cannabis, d’autres ont revu leur politique de régulation sans pour autant légaliser et le reste, rigides aux changements. Haïti, malgré les influences géopolitiques qu’elle subit, n’a pas encore réagi à ce changement de paradigme. Mais sa réaction par rapport aux évolutions dans la politique pratiquée par certains pays de la zone ne tardera pas à venir. Deux raisons annoncent cette réaction : premièrement la loi qui sous-tend la politique pratiquée jusqu’à ce jour est vielle (certains affirment qu’elle est dépassée). Deuxièmement le pays est engagé dans la stratégie hémisphérique contre la drogue. Il subit donc l’influence de la politique de régulation appliquée par ces voisins géants. Ce travail est donc un outil pouvant servir à tout décideur politique voulant agir sur la politique de prohibition actuelle. Il se veut, en toute impartialité, servir comme instrument d’analyse des avantages et des inconvénients de la politique actuelle.

Neuroscience of Psychoactive Substance Use and Dependence provides an authoritative summary of current knowledge of the biological basis of substance use behaviours, including their relationship with environmental factors. The report focuses on a wide range of psychoactive substances, including tobacco, alcohol and illicit drugs. New developments in neuroscience research are discussed (e.g., mechanisms governing craving, tolerance, neuroadaptation, immunotherapies and the concept of dependence) as well the ethical implications of these developments. As the product of consultations with and contributions from many international experts and partners, the best available evidence is provided from the various schools of thought and areas of research in the field of neuroscience. Neuroscience of Psychoactive Substance Use and Dependence is targeted at individuals with more than a basic knowledge of neuroscience, including scientists from a number of disciplines. « Arts drogués » s’attache à parcourir les liens étroits que peuvent entretenir les productions artistiques avec l’usage des psychotropes, entendu ici dans son acception la plus large. Des Paradis artificiels de Charles Baudelaire aux artistes les plus récents, l’art et la création sont donc pensés sous l’angle de leur relation à des agents extérieurs et « modificateur de conscience ». Cet ouvrage convoque des chercheurs d’horizons disciplinaires très variés (histoire de l’art, musicologie, anthropologie, sociologie, arts plastiques, etc.) et s’inscrit dans un partenariat avec l’exposition « Sous influences, artistes et psychotropes » dont le commissariat a été assuré par Antoine Perpère à la Maison Rouge (Paris) en 2013.
