Presents the conceptual frameworks and analyses developed by the authors as a basis for examining alternative approaches to the control of air pollution in the South Coast Air Basin. Section II of the report briefly describes the situation: the nature of the air pollution problem in the Basin and the control problems facing the District. Section III translates the arguments into the conceptual domain with three simple models of the threat posed by air pollution. These models provide a point of departure in Section IV for the second step of the analysis: the logical responses to each threat--the implications for District objectives, strategies, roles, and programs that could or should logically follow from each model of the air pollution problem. Section V completes the analysis by relating the logical responses back to current District activities, as a means for inferring which concepts may be reasonably perceived as influencing District actions. Section VI illustrates the potential of the analytical process for guiding programmatic decisions and actions.
