Thoroughly examining the deliberations over NATO enlargement in twelve countries—five current members of the alliance; three invited to join in the first round of enlargement; two seeking membership; and Russia and Ukraine, both involved with nato, but unlikely to join—the authors shed light on the political motives leading to each country's position. Militärische Aufrüstung oder wirtschaftlicher Wiederaufstieg? Diese Frage beschäftigte die NATO-Mitgliedstaaten zu Beginn der fünfziger Jahre. Der Autor betrachtet dieses Spannungsfeld aus einer multinationalen Perspektive. Die bündnisinterne Lastenteilung war ein zentraler Desintegrationsfaktor innerhalb der NATO, der 1951/52 durch einen hochrangig besetzten, befristeten Ausschuss, das Temporary Council Committee, entschärft wurde. Das TCC bildete eine Schnittstelle der Allianz, die politische, militärische und wirtschaftliche Interessen sowohl des Bündnisses selbst als auch der einzelnen Mitgliedstaaten zusammenführte. Ein hart umkämpfter Bündniskompromiss brachte den Ausgleich zwischen den hohen Forderungen der Militärs und den begrenzten wirtschaftlichen und finanziellen Möglichkeiten der beteiligten Regierungen. Damit konnte die erste ernsthafte Krise der jungen Allianz überwunden werden. Der übergewichtige Bündnispartner USA war dabei gezwungen worden, Rücksicht auf die übrigen Mitgliedstaaten zu nehmen. Diese neue und rasch institutionalisierte Form multinationaler Zusammenarbeit führte zu richtungsweisenden Ergebnissen für die weitere Entwicklung der NATO als funktionstüchtige Organisation.
