Après la publication de La Puissance et la Faiblesse en 2003, Robert Kagan revient sur le nouvel ordre mondial en abordant la radicalisation des problèmes, survenue depuis le déclenchement de la crise irakienne. Jamais la fracture transatlantique n'a été aussi profonde. Pour la première fois, la légitimité de la politique internationale des Etats-Unis et celle de leur leadership sont remises en question par nombre de leurs alliés européens traditionnels, notamment la France et l'Allemagne. Depuis l'invasion de l'Irak par l'armée américaine, un grand débat s'est ouvert sur la meilleure façon de créer un ordre mondial sécurisé. Sur ce sujet, Robert Kagan a écrit ce petit livre clair et lumineux, analysant les divergences profondes qui divisent l'Europe et les Etats-Unis. The almost universally accepted explanation for the Iraq War is very clear and consistent - the US decision to attack Saddam Hussein's regime on March 19, 2003 was a product of the ideological agenda, misguided priorities, intentional deceptions and grand strategies of President George W. Bush and prominent 'neoconservatives' and 'unilateralists' on his national security team. Despite the widespread appeal of this version of history, Frank P. Harvey argues that it remains an unsubstantiated assertion and an underdeveloped argument without a logical foundation. His book aims to provide a historically grounded account of the events and strategies which pushed the US-UK coalition towards war. The analysis is based on both factual and counterfactual evidence, combines causal mechanisms derived from multiple levels of analysis and ultimately confirms the role of path dependence and momentum as a much stronger explanation for the sequence of decisions that led to war.

Role Theory in International Relations provides a comprehensive, up-to-date survey of recent theoretical scholarship on foreign policy roles and extensive empirical analysis of role behaviour of a variety of states in the current era of eroding American hegemony. Taking stock of the evolution of role theory within foreign policy analysis, international relations and social science theory, the authors probe role approaches in combination with IR concepts such as socialization, learning and communicative action. They draw upon comparative case studies of foreign policy roles of states (the United States, Japan, PR China, Germany, France, UK, Poland, Sweden, and Norway) and international institutions (NATO, EU) to assess NATO's transformation, the EU as a normative power as well as the impact of China's rise on U.S. hegemony under the Bush and Obama administrations. The chapters also offer compelling theoretical arguments about the nexus between foreign policy role change and the evolution of the international society.
