Abstract

From Turkey to Egypt, Bulgaria to Ukraine, and Brazil to India, we witness the rise of an angry urban middle class protesting against what they see as fundamental corruption of their political regimes, perceived as predatory and inefficient. Corruption is near the top of all global protesters' list of grievances - from the Occupy movement to the Arab Spring. Their countries have benefited to varying degrees from globalization, but their regimes have all failed to evolve politically to meet their expectations. Corruption has become the main explanation for failures in government performance, for networks of patrons and clients subverting fair competition, and for billions of Euro in disappearing public funds, national or foreign assistance income. The economic crisis exposed the hypocrisy of rich countrieswhich control corruption at home but use it to advance their economic interests abroad. The rise in the last two decades of an international anti-corruption regime only raised awareness but failed so far to diminish corruption. There is increasing demand for good governance resulting in quality education and health systems, and denunciation of sheer bread and circus populism. Briefly put, governments unable to control corruption cannot get away with organizing football World Cups anymore. Volume 2 of the Anticorruption Report tackles these issues across key cases and developments. Abstract

Over the past two decades, two trends in tax administration reform have emerged - granting increased autonomy to tax administrations and establishing a unified integrated revenue authority (IRA) charged with administering both tax and customs laws and, in some cases, social security. This paper reviews the theory and practice of these revenue administration models and synthesizes lessons learned from the World Bank's engagement with clients in recent years. The paper looks at several case studies across the world on the reform design as well as results of integration or increased autonomy. Semi-autonomous and integrated revenue administration models have the potential to bring crucial improvements to the efficiency and effectiveness of tax administration. The implementation shows both successes and challenges. The paper concludes with listing pre-conditions for these reforms including need for comprehensive approach of combining increased autonomy with improved administration processes and anticorruption efforts; importance of building collation of all revenue bodies prior to integration; and focus on non-revenue collecting functions of customs administration.

Abstract

The main development objective of the work has been to use the MAPS assessment tool to assess the quality and effectiveness of Moldova's public procurement system and on that basis create an evidence base for future reforms. In order to achieve this objective, the assessment has endeavored to: identify strengths and weaknesses of the public procurement system in Moldova, and benchmarking it with international best practices and standards; identify any substantial gaps that negatively impact the quality and performance of the public procurement system; help the Government to prioritize efforts in public procurement reform to enable: balanced accountability mechanisms between the Government, citizens, and the private sector; governance of risk management in the procurement cycle; and integration of the public procurement system with the overall public finance management, budgeting and service delivery processes; provide a comparative analysis of the country's two parallel procurement systems (Government and State Owned Enterprises (SOEs)), between each other and against MAPS standards; and suggest recommendations to enhance the public procurement system and jointly with the Government elaborate an action plan for reforms to continuously enhance the quality and performance of the procurement system; In addition, and at the request of the Ministry of Finance, the assessment will include spend analysis which will help the Government reduce procurement costs and improve efficiency in public procurement to generate savings.

Abstract

Corruption has an impact. It is about time that anticorruption starts having an impact, too. This is the first annual policy report of the European Seventh Framework Research Project ANTICORRP, which has started in 2012 and will continue until 2018. Based on the work of 21 different research centers and universities gathering original data, ANTICORRP offers yearly updates on the latest from corruption research, analyzing both the consequences of corruption and the impact of policies attempting to curb it. This first report offers a methodology to evaluate corruption risk and quality of government at country, region and sector level by means of corruption indicators that are sensitive to change and policy intervention. The aim of the project is to offer testable, easy to handle policies which reduce corruption risk. Corruption distorts market competition, bolsters deficits on behalf of discretionary spending, hurts real investment in public health and education, reduces tax collection, detriments the absorption rate of EU funds, and generates vulnerable employment and brain drain. This study estimates that if EU member states would all manage to control corruption at the Danish level, tax collection in Europe would increase by 323 billion Euro per year - double of the EU budget for 2013. Korruptes Verhalten unterläuft die legalen Institutionen und Regeln eines politischen Systems und ruft bei Wahrnehmung beziehungsweise Aufdeckung eine Erosion des Vertrauens der Bürger_innen hervor. Entsprechend ist Korruption ein wichtiger Untersuchungsgegenstand der Wissenschaft. Die Erforschung stellt die empirisch?analytisch arbeitende Politikwissenschaft allerdings vor überaus große Herausforderungen, denn Korruption ist informell und größtenteils illegal, findet also vielfach im Geheimen statt. Am durch das 7. EU?Forschungsrahmenprogramm geförderte Projekt ANTICORRP (Anticorruption Policies Revisited: Global Trends and European Responses to the Challenge of Corruption) nehmen 21 Forschungszentren und Universitäten teil, die seit 2012 für die EU, Südosteuropa und das Gebiet der früheren Sowjetunion Daten sammeln. Sie versuchen auf dieser Grundlage Aussagen über die Gründe und Mechanismen, die Perzeptionen, Erfahrungen und Konsequenzen von Korruption sowie die Auswirkungen von Antikorruptionspolitiken zu treffen. Abstract

This paper considers the possibility of collective action by the business community to counter corruption in the award of government licenses and contracts. The analogy is with contract enforcement institutions studied by economic historians and contract law scholars. The institution in this context comprises a no-bribery norm, a community system to detect violations, and a multilateral ostracism penalty upon conviction in a community tribunal. The requirements such an institution must meet if it is to be effective are analyzed. It is shown that an institution of sufficient quality-combining probability of correct detection and severity of punishment-can eliminate bribery. If the private institution is not sufficiently good, then in conjunction with the state's formal apparatus it reduces the level of bribes demanded, but increases the probability of winning the license or contract through bribery. An improvement in the government's formal anti-corruption mechanism, holding the private institution constant, reduces both the level of bribes and the probability of success through bribery. The two institutions together are shown to achieve substantially better outcomes than either can on its own.

Abstract

A new measure of cross-national corruption is constructed based on the geographic distribution of public officials involved in cross-border corruption cases. A comparison is made between the Public Administration Corruption Index (PACI) and perception-based measures, considers the extent to which differences between them are driven by systematic factors, and concludes that they are not. As more data on cases of cross-border bribery incidents become available, the PACI will provide an increasingly valid cross-national measure of corruption.

In addition, they can help address principal-agent problems in the implementation of social policies and provide information to policy makers regarding policy design. To function effectively, a system of redress requires a well-designed and inter-linked supply of redress procedures as well as, especially if rights consciousness is not well-developed in a society, a set of organizations that stimulate and aggregate demand for redress. On the supply side, this paper identifies three kinds of redress procedures: administrative venues within government agencies, independent institutions outside government departments, and courts. On the demand side, the key institutions are nongovernmental organizations/civil society organizations and the news media, both of which require a receptive political and economic climate to function effectively. Overall, procedures for redressing grievances and complaints regarding basic service delivery are under-developed in many countries, and deserve further analysis, piloting, and support.

Abstract

Two decades of empirical evaluation have shown that corruption has a negative impact on economic growth, political stability, judicial effectiveness, democratization, educational attainment, and equality of income. However, corruption exists, persists, and varies significantly by culture. Lab studies have recently come to the forefront in identifying both the incentives and disincentives for corrupt behavior. However, lab studies on culture and corruption have led to some puzzling, contradictory results. This paper begins with a discussion of non-experimental work in this area, and evaluates the experimental findings in the context of earlier research. The authors sketch out the channels through which culture interacts with corruption (through institutions and social norms), and argue that discrepancies in experimental results may be due to differences in design (including repetition or unobserved variation in beliefs) or to differences in the response to punishment across societies. In addition to exploring design-based reasons for previous contradictory findings, avenues for future research include: behavioral responses to different types of externalities; replicating results in different countries; and utilizing the lab to formulate effective anti-corruption measures.
