Sciulli argues that the existing conceptual frameworks of political and social theory restrict both theorists and empirical researchers to a narrow definition of authoritarianism. This 1992 book focuses on government structure and fails to take account of forms of social control exercised outside the governmental sphere. Rather than define authoritarianism primarily by contrast to liberal democracy, Sciulli argues, we need to broaden our conception of authoritarianism to include 'social authoritarianism', referring to social control imposed by private organizations and institutions. Sciulli develops an alternative conceptual framework, which he calls the theory of societal constitutionalism. He explains how the theory can be used to assess whether social order in a society, whether democratic or authoritarian in political rule, is characterized by some degree of social authoritarianism. The book will be important reading for theorists in sociology, political science and legal studies.

Compulsory ujamaa villages in Tanzania, collectivization in Russia, Le Corbusier's urban planning theory realized in Brasilia, the Great Leap Forward in China, agricultural "modernization" in the Tropics-the twentieth century has been racked by grand utopian schemes that have inadvertently brought death and disruption to millions. Why do well-intentioned plans for improving the human condition go tragically awry?In this wide-ranging and original book, James C. Scott analyzes failed cases of large-scale authoritarian plans in a variety of fields. Centrally managed social plans misfire, Scott argues, when they impose schematic visions that do violence to complex interdependencies that are not-and cannot-be fully understood. Further, the success of designs for social organization depends upon the recognition that local, practical knowledge is as important as formal, epistemic knowledge. The author builds a persuasive case against "development theory" and imperialistic state planning that disregards the values, desires, and objections of its subjects. He identifies and discusses four conditions common to all planning disasters: administrative ordering of nature and society by the state; a "high-modernist ideology" that places confidence in the ability of science to improve every aspect of human life; a willingness to use authoritarian state power to effect large- scale interventions; and a prostrate civil society that cannot effectively resist such plans.

Après la vague de dictatures qui s’abat sur l’Amérique latine dans les années 1960-1970, les années 1980-1990 ont vu le reflux des régimes autoritaires avec les « transitions à la démocratie ». Mais, paradoxalement, les militaires sont restés des acteurs importants de la scène politique. D’abord, dans les pactes et les négociations avec leurs opposants: avec la fin de la guerre froide, et souvent face à des crises économiques et financières considérables, les militaires, las et/ou repus, remettent le pouvoir aux civils. Mais les passations de pouvoir, bien que s’effectuant par l’organisation d’élections libres, auront un prix souvent élevé: impunité pour les crimes de la dictature et intangibilité des rapports économiques et sociaux. Puis, plusieurs militaires vont arriver au pouvoir légalement, par les urnes: le plus surprenant étant sans doute l’ancien dictateur Hugo Banzer en Bolivie, suivi par le plus controversé, Hugo Châvez au Venezuela. Mais les forces armées peuvent également rester maître du jeu politique sans être en première ligne: ce fut le cas au Pérou avec le régime autoritaire civil de Fujimori ; c’est aussi vrai en Equateur mais sous une autre forme, plus complexe. Par ailleurs, les militaires se reconvertissent aujourd’hui dans l’économie avec les « complexes militaro-industriels » et dans les entreprises privées de sécurité. Ils se redéploient également vers les missions de police, de douane et de renseignement, sur le terrain de la lutte antiterroriste et contre le narcotrafic. Si, aujourd’hui, il n’y a ni espace ni projet de prise de pouvoir par les militaires, la question du rôle et de la place des forces armées dans les États se pose cependant avec acuité. Mais ces questions se posent comme en creux : à la fois présents et absents, les militaires restent comme une menace pour la société tant que celleci ne se sera pas emparé de la seule question qui vaille au fond : à quoi servent les militaires, sinon à faire la guerre ?
