This Report on the Observance of Standards and Codes (ROSC) provides a review of Jordan’s data dissemination practices against the IMF’s General Data Dissemination System (GDDS), complemented by an in-depth assessment of quality of national accounts, consumer and producer price indices, and government finance, monetary, and balance-of-payments statistics. The assessment reveals that Jordan participates in the GDDS and meets the recommendations for the coverage, periodicity, and timeliness of most data categories. Jordan’s macroeconomic statistics also broadly meet the periodicity requirements of the SDDS.

Remittances are large and have grown substantially over the past decade in the Pacific region. This primarily reflects the impact of emigration due to low growth and limited employment prospects at home. Many Pacific emigrants settle abroad with their families for long periods, but maintain close links with their relatives, villages and churches. The paper finds that the altruistic motive for remittances remains much stronger in the Pacific region than in the rest of Asia, where investment considerations increasingly appear to predominate, especially for the large share of single citizens working abroad for limited periods.

This paper proposes a set of good practices for the revision of macroeconomic data. The authors argue that revisions are a routine part of disseminating quality data. Revisions are made not just to correct errors but also to incorporate better source data, update base periods, and make other improvements. It is argued, using country examples and views from policymakers and other users, that national statistical agencies should have explicit revisions policies.

The Money and Banking Division of the Research Department of the South African Reserve Bank plans to conduct a review of its entire time series database following the implementation of new bank reporting structures in January 2001. This is a time-consuming process, and the release of a comprehensively revised time series structure, incorporating balance-sheet information with a monthly frequency, is not expected before the end of 2003. Review of the composition of “other assets” and “other liabilities” and to reclassify are needed.

This Report on the Observance of Standards and Codes (ROSC) provides a review of Georgia’s data dissemination practices against the IMF’s General Data Dissemination System (GDDS), complemented by an in-depth assessment of the quality of the national accounts, consumer price index, producer price index, government finance, monetary, and balance-of-payments statistics. Georgia has made good progress in improving its statistics in a number of areas. Nonetheless, substantial shortcomings are present in some statistical practices and databases. Some of these shortcomings could be addressed with current resources.

This report on the Observance of Standards and Codes (ROSC) provides an assessment of Guatemala’s macroeconomic statistics against the General Data Dissemination System complemented by an assessment of data quality based on the IMF’s Data Quality Assessment Framework. The assessment reveals that the legal framework for statistical activity is broadly adequate, and institutions display a commitment to disseminate macroeconomic statistics, largely through the Internet. However, there is scope to improve the methodological basis and source data underpinning most datasets, as well as the mix and level of resources in a few cases.

Benin’s Fifth Review under the Poverty Reduction and Growth Facility and request for waiver of Nonobservance of Performance Criteria are discussed. The main challenge ahead is to limit inflation pressures from higher food and fuel prices while sustaining medium-term fiscal consolidation and accelerating structural reforms to increase the sustainable growth rate. The authorities have taken actions to address the food and fuel crisis and accelerate structural reforms. They have allowed the full pass-through of higher international food and fuel prices and tightened fiscal policy while putting in place measures to protect the poor.
