De l´histoire de Rome au XIXe siècle, on ne retient souvent que la prise de la ville en 1870 par les troupes italiennes et la construction controversée du Vittoriano, en hommage au roi Victor-Emmanuel II. L´objet de ce livre est d´étudier sous un angle différent la manière avec laquelle la ville a été intégrée, politiquement et dans sa forme de capitale, au royaume d´Italie. Au lieu de se concentrer sur l´affrontement des symboles du monde national et de la sphère catholique, la démarche ici est tournée vers l´étude de chantiers de travaux publics et d´aménagement urbain souvent moins exposés à la dimension symbolique, mais dont l´étude est révélatrice des mécanismes à l´œuvre entre municipalité, État et monde catholique. Dans un contexte où la municipalité romaine a été tour à tour lieu de confluence entre noblesse locale et intérêt national puis laboratoire de la gauche garibaldienne et enfin bastion de la droite conservatrice catholique, des projets tels que la canalisation du cours du Tibre ou l´extension de la ville en direction des quartiers adjacents au Vatican ont été l´objet de vifs débats entre les années 1870 et la fin du siècle. Au tournant du XXe siècle, c´est l´extension de la ville hors de ses murs antiques qui suscite rivalités et convoitises, par l´étude desquelles on voit combien la dimension technicienne a été à Rome soumise pendant de longues décennies à un biais politique et institutionnel. Égouts bouchés à dessein, projets bloqués, mauvaise foi technique contre mauvaise foi politique, rien n´est épargné à la ville à cette époque. Mais c´est également sur le terrain de ces conflits que se sont construites les modalités d´un rapprochement entre camps antagonistes et que c´est édifiée une véritable culture civique citadine nouvelle, en rupture avec l´ancien régime romain et reflet tant des convergences de fait entre Monarchie savoyarde et noblesse catholique pour le camp conservateur qu´à gauche des tournants pris par les héritiers de Garibaldi.…

This study considers the urban development of Rome in the mid-seventeenth century as conceived and guided by the Chigi pope, Alexander VII. Focusing on discrete zones within the city, including the Quirinal, the Piazza del Popolo, Piazza S. Marco, the Corso, and the Vatican, Dorothy Metzger Habel suggests that Alexander VII masterminded a new conceptualization of the city, which was grounded in the architectural formulae of late-antique Roma Asia. Under Alexander's watchful eye, Habel argues, architects and builders paid careful attention to the physical characteristics of particular sites and drew relationships between buildings within the urban fabric. These planning methods contributed formally and iconographically to the architectural future of Rome. Including an indepth analysis of all available evidence - archival sources, working and presentational drawings, and the physical fabric of key monuments and their situations within the topography of Rome - Habel's book offers a new and innovative model for histories of urban architecture and planning.
