This book is a collection of selected papers presented at the XVI Inforum World Conference organized by the European University of Lefke, North Cyprus, in September 2008. Inforum (Interindustry Forecasting Project at the University of Maryland) was founded in 1967 by Dr. Clopper Almon, now Professor Emeritus at the University of Maryland. At international level, partners build national econometric models for their own country sharing a common modelling approach based on a sectoral representation of the economy. The contributions presented here illustrate the wide variety of issues that can be explored using these models, with particular emphasis on energy policies and competitiveness analyses, which are very high on the agenda of policymakers worldwide.

La « compétitivité » est devenue omniprésente dans le discours public. Ce slogan ne s'applique plus exclusivement à des entreprises : les territoires, notamment les États-nations, doivent dorénavant être compétitifs. Ainsi, cette notion, inspirée par le vocabulaire managérial, a été transposée dans le discours de nos élus. Cette injonction à la performance s'applique à tous les aspects de la société. Elle influence l'aménagement du territoire et la politique économique. La « compétitivité territoriale » constitue un nouveau champ d'étude pour les géographes. Il s'agit d'une grille de lecture pour observer la mondialisation et son organisation hiérarchique des espaces productifs. La mise en concurrence des territoires induit une compétition généralisée entre entreprises mais aussi entre les systèmes sociaux, les fiscalités, les infrastructures et les salariés. En appliquant le dogme de la concurrence à des entités géographiques (telles des agglomérations, des régions ou des nations), la compétitivité modifie le sens du « territoire » : traditionnellement défini comme un espace borné par une frontière et chargé de culture, d'histoire et de sentiments, le territoire compétitif semble devenu un simple objet de compétition jaugé en fonction de son efficacité productive. L'étude géographique de la compétitivité permet d'appréhender l'espace planétaire grâce à des indices et des outils renouvelés. Elle révèle une vision standardisée, marchande et élitiste du monde.
