This book is an empirical assessment of whether participatory governance reforms within the European Union enhance or endanger democracy. The alleged democratic deficit of the EU and its waning legitimacy have inspired scholars and practitioners to look for new ways of improving democracy and efficiency within it. Proponents of participatory governance, including the European Commission, argue that introducing new forums for interest-group participation and deliberation at the EU level will help create a more democratic and effective Union. This book examines the veracity of this claim. It looks at whether it is possible to enhance decision-making efficiency and democratic legitimacy by involving interest group representatives in the formulation and implementation of policy. In doing so, Participatory Governance in the EU employs data from a unique expert survey of stakeholders and EU officials.

L'Union européenne engendre-t-elle un déni de démocratie ? En prônant le retour à l'Europe des nations, les adversaires de la technocratie bruxelloise dénoncent la confiscation du pouvoir populaire. Leur argumentaire est rôdé : dans le huis-clos des réunions entre dirigeants, dans l'opacité feutrée de cénacles qui semblent n'avoir de comptes à rendre à personne sinon aux lobbies et aux thinks tanks, la légitimité démocratique s'exténue. Ce livre montre pourtant que le souverainisme, qui confine la politique à l'État-nation, est une illusion philosophique et une erreur pratique. Les principes de la démocratie moderne (peuple, citoyenneté, volonté générale) ne sont pas niés par le projet européen, ils peuvent y trouver l'occasion d'un approfondissement. Pour combattre l'impasse souverainiste, l'Union européenne doit faire de la solidarité sa nouvelle finalité et mettre en œuvre un fédéralisme social, fiscal et environnemental.
