Après plus d'un demi-siècle d'existence, l'Europe peut afficher des résultats économiques rassurants qui la situent au premier plan mondial des productions industrielle et agricole, des services, de la consommation, du commerce international, des investissements directs à l'étranger... Mais cette affiche séduisante ne saurait masquer la réalité : l'Europe va mal, la crise qu'elle traverse actuellement est sans doute la plus grave de son histoire. L'objectif de ce livre est d'apporter une analyse rigoureuse du contenu et de la nature de l'Europe économique et sociale qui se construit actuellement, afin de mettre en évidence les forces et les faiblesses susceptibles d'expliquer la crise de confiance qu'elle traverse. Il a également pour but de repérer les différents enjeux, rapports de forces et scénarios qui détermineront l'Europe de demain, entre simple zone de libre-échange et espace politique intégré. Following a strong showing in early 2011, the economies across Europe now face the prospect of a pronounced slowdown, as global growth has softened, risk aversion has risen, and strains in Europe's sovereign debt and financial markets have deepened, according to this issue of the Regional Economic Outlook for Europe. Downside risks are significant, and a further deepening of the euro area crisis would affect not only advanced Europe, but also emerging Europe, given its tight economic and financial ties. The policy stance in advanced Europe will need to be adapted to reflect the weakening and tense outlook, financial systems strengthened further, and a consistent, cohesive and cooperative approach to monetary union adopted by all euro area stakeholders. The cross-country experience in the past decade in Europe shows the difference that good policies can make in boosting growth, with some European countries having grown rapidly while others have stagnated. Escaping low-growth traps, through broad-based reforms that address macroeconomic imbalances and country-specific structural rigidities, is possible.

The Economic and Business Consequences of the EMU A Challenge for Governments, Financial Institutions and Firms Hubert Ooghe Conference Chairman, Vlerick Leuven Gent Management School alld Ghent University EMU finally got under way on 1 st January 1999. Since then 11 European countries share a common currency, the Euro, and pursue a common monetary policy managed by the European Central Bank (ECB). After forty years of economic integration, Euroland has the wherewithal with which to enter the 21 st century. However monetary union has implications for nearly all areas of economic activity and decision-making. Throughout the academic world researchers are fully occupied with the theoretical analysis of the impact of the Euro and the effects of incorporating the new operational framework into their economic models. Businesses and government departments are concerned primarily with the practical implementation of the single currency. For all those who playa part in the economy, it is a question of making the most of the macro and micro­ economic opportunities offered by the Euro and minimising any threats. On 17th and 18th March 2000, after the EMU and Euro were in operation for one year, an international conference was held in Ghent (Belgium) on the economic consequences of the introduction of the EMU and the Euro for governments, financial institutions and firms.
