Abstract

It is our pleasure to welcome you to dg.o 2009, the Tenth Annual International Conference on Digital Government Research. The dg.o is unique in its ability to bring together computer and social science researchers, government officials and representatives of industry to investigate how information and communication technologies can be used to make government information, processes and services better, more convenient, and secure, as well as available to all. The dg.o conference is an international conference attracting participants from around the world. For the second year in a row, we are pleased to hold the conference in a country other than US. Dg.o 2008 was held in Montréal, Canada. and we are appreciative of the warm welcome from people and officials in Puebla, Mexico this year. We are extremely fortunate to have two keynote speakers, Beth Noveck and Janice Nall, who have used cutting-edge technology for innovation in public institutions. Their efforts facilitate democratic processes via citizen participation in the patent review process and disease control. The challenges and solutions they pose give us insights into where efforts may be most needed. We are also honored to have a sponsored lunch with a speech from the governor of Guerrero State, Mexico, Zeferino Torreblanca, and we are equally pleased to have a distinguished keynote panel featuring leading Mexican e-government experts, Andres Hoffman, Rodolfo Torres, and León David Pérez. This year's conference includes thirty five research papers, policy/management papers and student research papers, three of which will be presented in a new Spanish session. This is the first effort to include a language other than English in dg.o. In addition, we have prepared seventeen demos and posters, five panels, one workshop and five tutorials.

Abstract

The Board of the Digital Government Society inaugurated the Valerie Gregg International Student Fund (the Fund) to honor Valerie Gregg's commitment to building a sustainable digital government research community. As an NSF program manager for digital government, Valerie worked tirelessly to build bridges across disciplines, professions, and cultures. The Fund, seeded with a bequest from her estate, is dedicated to Valerie's special interest in supporting doctoral students as they embark on their research careers.

Abstract

It is a pleasure to welcome you to 2005 National Digital Government Research Conference, dg.o2005. dg.o brings together computer and social science researchers, government professionals, representatives of industry, and members of the public to discuss how research in information strategies, policies, and technologies can improve government operations and public services.This year we were very pleased to host two keynote talks and one keynote panel. Our opening keynote speaker on Monday morning is Neil Eisner, the Assistant General Counsel for Regulation and Enforcement at the U.S. Department of Transportation. His talk, entitled "Digital Dreams: The Future of E-Government," focuses on government's use of technology and how future research can contribute to even more effective digital government.Our keynote panel in the opening session on Tuesday morning is entitled "Digital Government Research in the Academy." It discusses issues regarding applied and interdisciplinary research in academia, including how faculty are evaluated in the promotion and tenure processes, the extent to which digital government represents an emerging field of interdisciplinary research, the role of applied research, and the challenges of promoting interdisciplinary research in the academy.This year we continue the NSF Project Highlights track, where NSF-funded digital government research projects are presented. The NSF Project Highlight presentations are interspersed with accepted research papers, grouped by application domain.Monday evening we have our poster and demonstration sessions, continuing our tradition of indepth informal discussion of demos and posters accompanied by informal conversation and good food. This has become a very successful venue to showcase the potential of digital government research in a wide variety of areas and to encourage new research projects and partnerships.The conference continues to grow as evidenced by submissions, which this year include 45 Project Highlights, 10 demonstrations, 11 poster submissions, and 40 research papers, of which 15 regular research papers and 3 student research papers were accepted. The program is complemented by 3 invited demonstrations and talks, 50 posters and demonstrations, and 5 Birds of a Feather Meetings. Conference presentations feature both information technology and social science perspectives, as they contribute to pressing public sector challenges.

Long description: Die Wiederverwendung von Wissen stellt bei der prozessorientierten Leistungserstellung im Rahmen des E-Government eine wichtige Rolle dar. Um ein optimales Zusammenwirken von Mensch und Informationstechnik in der öffentlichen Verwaltung zu erreichen, ist es notwendig, die entsprechenden Leistungserbringungsprozesse im Detail zu analysieren. Dabei müssen bewährte Methoden und Konzepte gemäß der Besonderheiten der öffentlichen Verwaltung angepasst werden, um so den größtmöglichen Nutzen aus ihnen ziehen zu können. Vor diesem Hintergrund analysiert Bettina Hermes bereits bestehende Referenzkonzepte des E-Government und entwickelt einen Merkmalsrahmen, der die Auswahl eines passenden Konzepts im spezifischen Fall erleichtert. Dieses Buch eignet sich für Wissenschaftler und Studenten der Wirtschaftsinformatik und Verwaltungswissenschaften sowie für Praktiker aus dem Verwaltungsumfeld, die an einem Überblick über bestehende Konzepte des E-Government interessiert sind.
