Abstract

This report captures the outcomes of the TA on Strengthening Urban Resilience in Ethiopia, including City Strength Diagnostic carried out in the Dire Dawa City Administration and nine regional capitals of Ethiopia. Chapter two provides an overview of shocks and stresses in the cities, the growing hazard exposure, the impacts of climate change, and preparedness in terms of emergency response and safe building construction. It also addresses the question of what hazards cities are exposed to (now and in future), and whether they are adequately prepared. Chapter three focuses on the resilience of urban systems based on assessments in 10 sectors across the 10 cities. It answers the question whether local capacity exists to deal with shocks and stresses, and if urban systems are resilient. Each sectoral assessment is done against the five qualities of resilience to understand capacity constraints and resilience priorities. This exercise was conducted jointly by the participants in the consultations and the World Bank sectoral specialists. After determining vulnerabilities at the sectoral level, Chapter four provides a summary of the priorities at the city level that were determined during the consultation workshops. It provides details of critical actions needed to make Ethiopian cities more resilient. Designed to be accessible to a broad audience, this report presents the most relevant and actionable information that emerged from the diagnostic exercise.

Abstract

The ready2respond (R2R) framework elaborates on the role of the World Bank in disaster risk reduction. While strengthening emergency preparedness and response (EP and R) is a sound investment on its own, it also supports the World Bank Group's broader risk reduction efforts and its fundamental goals of eliminating poverty and promoting shared prosperity. This report includes the assessment of the EP and R capacities of Kosovo based on the R2R diagnostic methodology, as designed by the World Bank and executed by prepared international (PPI) data from a desk review and from key informant interviews conducted as part of an online field mission generated findings on the five components of the diagnostic - legal and institutional frameworks, information, facilities, equipment, and personnel - which include 18 criteria, 72 indicators, and 360 attributes. This report provides a summary of the EP and R capacities per component, as assessed by PPI in the first half of 2020; the full assessment report, structured in accordance with the R2R methodology, can be found in annex 1. The report also identifies and makes recommendations about key investments that the World Bank and other stakeholders can consider as they seek to strengthen EP and R capacities in the country.

This report includes the assessment of the EP and R capacities of Bosnia and Herzegovina based on the R2R diagnostic methodology, as designed by the World Bank and executed by prepared international (PPI). Data from the desk review and key informant interviews in country generated findings on all five core components of the diagnostic - legal and institutional frameworks, information, facilities, equipment, and personnel - which include 18 criteria, 72 indicators, and 360 attributes. In the diagnostic, these 360 attributes are scored with either 0 (not in place) or 1 (in place). The diagnostic identifies missing elements so that they can be acknowledged as capacity development needs and opportunities. This report provides a summary of the EP and R capacities per component, as assessed by PPI in the first half of 2020. The full assessment report, structured in accordance with the R2R methodology, can be found in annex 1. The report also makes key investment recommendations, which have been identified for the World Bank and other stakeholders to consider as they work to strengthen EP and R capacities in the country.

Abstract

Assuring the safety of dams is central to protecting downstream communities, infrastructure, and the environment. Dam safety is also important for securing water for productive purposes and sustaining economic development. With a global portfolio of more than 58,000 large dams, issues associated with the safety of dams and downstream communities are becoming increasingly important, particularly given aging infrastructure, increasing downstream populations, shifting demographics, and changes in climate and weather patterns. The foundation for effective dam safety assurance is an appropriate and well-designed regulatory framework that captures the legal, institutional, technical, and financial elements in the reality of a particular jurisdiction. Establishing and maintaining a regulatory framework that is fit for purpose is, therefore, necessary for ensuring the quality of dam design, construction, and operation and maintenance. The framework also ensures that safety measures are reflective of the risks inherent in managing these structures and the context in which they are developed. Such frameworks need to be developed as part of a holistic strategy for water management that is integrated in basin and regional planning processes. The objective of this policy note is to provide guidance to policy makers and practitioners on the essential elements for establishing regulatory regimes for assuring the safety of dams and downstream communities.

Abstract

The development of Maturity Matrices for Institutional Benchmarking of Dam Safety in Indonesia provides a method for assessing the effectiveness of the operation, maintenance, surveillance and emergency preparedness programs adopted by dam authorities. Matrices were developed for dam owners and operators to assess the effectiveness of dam safety programs against in-country standards and guidelines, or, good industry practice as considered most appropriate. The matrices were developed through an iterative and consultative process that included a detailed review of the legal hierarchy, specific dam safety regulations and technical guidelines, the roles and responsibilities of the different institutions involved, followed by expert review and verification. The primary benefit of using dam safety-related Maturity Matrices is to improve the understanding of dam safety programs across a range of different metrics. This allows owners and operators to monitor performance over time and inform the prioritization of resources for dam operation, maintenance and safety improvement. The matrices also allow regulatory bodies to assess performance across different owners and operators, and contrast the effectiveness across dam management units to identify systemic issues and target interventions and remedies accordingly.
