While the basic principles of cost-benefit analysis (CBA) are long-standing, the challenges entailed in applying these principles are constantly evolving. This paper reviews recent developments in environmental CBA since the publication of an OECD volume on this topic by Pearce et al. (2006). The character and direction of these developments also evolves over time and the current review reflects this process.

This book is an advanced text in applied welfare economics and its application to environmental economics. The author goes far beyond the existing literature on the valuation of environmental benefits, deriving sets of cost-benefit rules which can be used to assess private and public sector projects which affect the environment. He explains how valuation studies can be augmented so as to yield the information necessary for decision-making, showing how externalities, taxes, unemployment, risk, irreversibilities, flow and stock pollutants, discounting, and intergenerational distribution should be treated in social cost-benefit analysis. Drawing on a number of empirical illustrations, this book will be of interest not only to those taking advanced courses in environmental economics, welfare economics, and public economics, but also as a reference for those undertaking project evaluations in government and business.

Cost-Benefit Analysis (CBA) is one of the most useful tools of applied economics for the social appraisal of public projects and government policies. Nick Hanley and Edward Barbier show how CBA can be applied to environmental policy choice and environmental resource management. They cover the conceptual underpinnings of CBA, practical methods for applying CBA, and a wide range of case study applications from Europe, North America and developing countries. Issues such as the value of ecosystem services and the special problems posed for CBA by environmental management are brought into close focus. The textbook is aimed at students on inter-disciplinary courses as well as those studying environmental economics, welfare economics and public policy. It will also be of interest to people in the policy community, NGOs and consultancy sectors.

This volume considers, in depth, some valuation methods and aspects of cost benefit analysis, and policy making in environmental economics. Part I contains a number of contingent valuation studies for non-market assets. Part II consists of contributions on the valuation of health and life, and deals with the benefits of reduced morbidity from air pollution control. In Part III, cost benefit analysis for environmental policy-making is discussed in a disequilibrium setting, and in a macroeconomic context.
