This book argues that although relations between China and Europe are strained in many areas, including trade, human rights and views about political systems, nevertheless established linkages, especially when considered in the context of long-term historical linkages, development trajectories and intellectual cultures, offer good prospects for future progressive collaborative exchanges. Approaching the subject in a balanced way, giving equal weight to the perspectives of both sides, the book examines China and Europe's shared experiences of age-old civilisations, of the disorienting effects of the economic, social and political upheavals triggered by the late eighteenth century creation of the modern world, and of the nineteenth and early twentieth centuries era of European empires, warfare and Cold War. It contends that although China and Europe appear superficially to have followed different paths, with many problems in their relationship resulting, they in fact have a very great deal in common concerning how they have coped with the long shift from ancient civilisations to the modern world of natural science based industrial capitalism.

This book explores the emerging EU-China relationship with a focus on the impact of the Belt and Road Initiative. It takes a narrative approach to understanding the EU-China relationship as a means to highlight how scholars in the EU and China interpret the narrativization of EU-China bilateral relations and to how this bilateral relationship is refracted through relations with third parties. The volume brings together scholars from China and Europe in the fields of Chinese foreign policy, EU studies, and strategic communication. The empirical focus cuts across policy, publics and media, and across history, political economy and diplomacy. The Belt and Road Initiative, alongside the other policy areas addressed in the chapters, offers ways for people in Europe and China to get to know one another in new ways, and for the EU and its member states and the Chinese state to forge new partnerships.

With its booming economy, China is emerging as the key player in Asia-Pacific and possibly as the world’s next superpower. So far, China has mainly developed as a ‘trading power’ – concentrating on the expansion of its economy and retaining a relatively restricted international role. However, there is no doubt that the dynamic rise of China poses major challenges to the status quo in the region with consequences for its neighbours and other powers present there, such as the US and, increasingly, also the EU. What are the implications of China’s rise for the EU? The transatlantic dispute over the arms embargo has highlighted the need for the EU to develop its own security perspective on China, which would address, among others, the issues of China’s defence policy and the modernisation of its military, the security situation in East Asia and Pacific as well as China’s energy policy. This Chaillot Paper provides an analysis of some aspects of China’s domestic transformation and its evolving international relations with a view to providing guidelines towards the development of effective EU strategic thinking on China.
