Abstract

Working from an interdisciplinary perspective that draws on the social sciences, legal studies, and the humanities, this book investigates the causes and effects of the extremities experienced by migrants. Firstly, the volume analyses the development and political-cultural conditions of current practices and discourses of 'bordering,' 'illegality,' and 'irregularization.' Secondly, it focuses on the varieties of irregularization and on the diversity of the fields, techniques and effects involved in this variegation. Thirdly, the book examines examples of resistance that migrants and migratory cultures have developed in order to deal with the predicaments they face.

Les candidats à l’exil, fuyant les guerres, la pauvreté et les crises politiques, voyagent souvent au péril de leur vie. Depuis 25 ans, près de 40 000 migrants sont morts ou ont disparu, par noyade ou épuisement, aux frontières européennes, dont plus de 6 000 pour la seule année 2016, la plus meurtrière jamais enregistréeL’augmentation des arrivées observée depuis 2015 a fait souffler un vent de panique au sein des États de l’Union européenne qui se sont ressaisis en durcissant la seule politique qui vaille à leurs yeux, le renforcement des frontières extérieures : multiplication des murs et barrières pour « réguler les flux », ouverture de nouveaux camps, externalisation de l’accueil, militarisation accrue de la surveillance et de la répression… la « crise des migrants » a été suscitée autant que subie, et vient interroger tout le système européen des frontières, des politiques d’accueil et d’immigration.

Abstract

The right to free movement is the one privilege that EU citizens value the most in the Union, but one that has also created much political controversy in recent years, as the debates preceding the 2016 Brexit referendum aptly illustrate.This book examines how European politicians have justified and criticized free movement from the commencement of the first Commission of the EU-25 in November 2004 to the Brexit referendum in June 2016. The analysis takes into account the discourses of Heads of State, Governments and Ministers of the Interior (or Home Secretaries) of six major European states: the UK, Germany, France, Italy, Spain and Romania. In addition to these national leaders, the speeches of European Commissioners responsible for free movement matters are also considered. The book introduces a new conceptual framework for analyzing practical reasoning in political discourses and applies it in the analysis of national free movement debates contextualized in respective migration histories. In addition to results related to political discourses, the study unearths wider problems related to free movement, including the diversified and variegated approaches towards different groups of movers as well as the exclusive attitudes apparent in both discourses and policies. The History and Politics of Free Movement within the European Union is of interest to anyone studying national and European politics and ideologies, contemporary history, migration policies and political argumentation.
