This 2009 Article IV Consultation highlights that Ghana’s overall financial system remains stable. The regulatory and supervisory framework is strong, backed by a modern payment and settlement infrastructure. Financial soundness indicators point to a banking system that is liquid and with capital above statutory levels. Directors have supported the authorities’ efforts to restore macroeconomic stability by seeking to achieve fiscal sustainability. Noting that Ghana remains at moderate risk of debt distress, Directors have emphasized that further fiscal consolidation will be critical over the medium term.

Ghana’s growth of 3–4 percent in 2009 was about twice the estimated average for sub-Saharan Africa. Fiscal performance in 2009 was weaker than programmed, giving rise to substantial new domestic expenditure arrears. The Bank of Ghana (BoG) eased monetary conditions as inflationary pressures receded. Progress in reinvigorating structural reforms gained momentum through end-2009. Growth is projected to strengthen to 4–5 percent in 2010. For 2010, the authorities are targeting a budget deficit of 8 percent of GDP.

This study provides a diagnostic of the benefit incidence and targeting performance of a large number of social programs in Ghana. Both broad-based programs (such as spending for education and health, and subsidies for food, oil-related products and electricity) as well as targetd programs (such as LEAP, the indigent exemption under the NHIS, school lunches and uniforms, or fertilizer subsidies) are considered.
