Abstract

The green belt has been one of the UK's most consistent and successful planning policies. Over the past century, it has limited urban sprawl and preserved the countryside around our cities, but is it still fit for purpose in a world of unprecedented urban growth and potentially catastrophic climate change? Repurposing the Green Belt in the 21st Century examines the history of the green belt in the UK and how it has influenced planning regimes in other countries. Despite its undoubted achievements, it is time to review the green belt as an instrument of urban planning and landscape design. The problem of the ecological impact of cities and the mitigation measures of major climate changes are at the top of the urban agenda across the world. Urban agriculture, blue and green infrastructures, and forestation are the new ecological design imperatives driving urban policymaking.Through an examination of practice in the UK and in countries such as the Netherlands, Spain and Germany, the book proposes a framework for a reconsideration of the critical relationship between the city and its hinterlands for the 21st century. It will be useful for undergraduate and postgraduate students of planning, landscape architecture, urban design, architecture and land economics, as well as practitioners in design, planning and property/real estate.

This toolkit has been developed during the implementation of Urban Green Belts (UGB) project (Interreg, Central Europe) which main objective was to improve planning, management and decision-making capacities of the public sector related to urban green spaces, thus creating integrated sustainable UGS planning and management systems. Special attention was given to functional urban areas (FUA), a functional economic unit characterised by densely inhabited “urban cores” and “hinterlands” whose labour market is highly integrated with the cores. Following a comparative situation analysis, the partners jointly designed innovative methods and tools to facilitate sustainable UGS management. Presented toolkit has been primarily developed as a Model for a Community Involvement. The presented methods and tools for community building were tested in three pilot studies conducted in Maribor (Slovenia), Krakow (Poland), and Budapest (Hungary). Priročnik je bil izdelan med izvajanjem projekta Urbane zelene površine (UGB) v okviru programa Interreg, Srednja Evropa, katerega glavni cilj je bil izboljšati zmogljivosti javnega sektorja na področju načrtovanja, upravljanja in odločanja, povezanega z urbanimi zelenimi površinami (UZP), ter na ta način ustvariti celostne trajnostne sisteme za načrtovanje in upravljanje UZP. Posebna pozornost je bila namenjena funkcionalnim urbanim območjem (FUO), funkcionalnim ekonomskim enotam, za katere so značilna gosto poseljena »urbana jedra« in »zaledja«, v katerih je trg dela močno povezan z jedri. Na podlagi primerjalne analize stanja so projektni partnerji skupaj zasnovali inovativne metode in orodja za spodbujanje trajnostnega upravljanja UZP. Predstavljeni priročnik je bil razvit predvsem kot model za vključevanje skupnosti. Predstavljene metode in orodja za izgradnjo skupnosti so bile preizkušene znotraj treh pilotnih območji, opravljenih v Mariboru (Slovenija), Krakovu (Poljska) in Budimpešti (Madžarska).

Abstract

Four-fifths of Americans now live in the nation's sprawling metropolitan areas, and half of the world's population is now classified as "urban." As cities become the dominant living evironment for humans, there is growing concern about how to make such places more habitable, more healthy and safe, more ecological, and more equitable―in short, more "humane." This book explores the prospects for a more humane metropolis through a series of essays and case studies that consider why and how urban places can be made greener and more amenable. Its point of departure is the legacy of William H. Whyte (1917-1999), one of America's most admired urban thinkers. From his eyrie high above Manhattan in the offices of the Rockefeller Brothers Fund, Whyte laid the foundation for today's "smart growth" and "new urbanist" movements with books such as The Last Landscape (1968). His passion for improving the habitability of cities and suburbs is reflected in the diverse grassroots urban design and regreening strategies discussed in this volume.
