Millions of pounds are spent every year trying to tackle human trafficking, modern slavery and child sexual exploitation. These are apparently threats perpetrated by ‘criminal masterminds’, spreading at a dizzying rate and approaching epidemic proportions – or so the story goes. Amid all the bold rhetoric and sweeping claims, there is very little robust research to help understand these problems and inform evidence-based policy and practice.In this book, readers are invited to delve inside the murky world of human trafficking. It focuses on the internal (domestic) trafficking of children for sexual exploitation. It is based on far-reaching analysis of six of the earliest and largest such investigations in the United Kingdom (UK), including the infamous Derby and Rochdale cases that sparked nationwide concerns about ‘street grooming’ and ‘Asian sex gangs’. Innovative methods, analytical rigour and truly extraordinary data underpin the research: a nuanced and sometimes unsettling exploration of the offender and victim networks, their characteristics, structure, activity and dynamics and the problems they pose for investigation and prosecution. The results paint a picture of a sprawling and dynamic system of grooming and abuse that is deeply embedded in complex webs of social relations and interactions.This book challenges accepted wisdom, debunks myths and introduces new and fundamentally different ways of thinking about trafficking and its prevention. From human trafficking to the smuggling of small arms to the looting of antiquities, illicit trade poses significant threats to international order. So why is it so difficult to establish international cooperation against illicit trade? Governing Guns, Preventing Plunder offers a novel, thought-provoking answer to this crucial question. Conventional wisdom holds that criminal groups are the biggest obstacle to efforts to suppress illicit trade. Contrarily, Asif Efrat explains how legitimate actors, such as museums that acquire looted antiquities, seek to hinder these regulatory efforts. Yet such attempts to evade regulation fuel international political conflicts between governments demanding action against illicit trade and others that are reluctant to cooperate. The book offers a framework for understanding the domestic origins of these conflicts and how the distribution of power shapes their outcome. Through this framework, Efrat explains why the interests of governments vary across countries, trades, and time. In a fascinating empirical analysis, he solves a variety of puzzles: Why is the international regulation of small arms much weaker than international drug control? What led the United States and Britain to oppose the efforts against the plunder of antiquities, and why did they ultimately join these efforts? How did American pressure motivate Israel to tackle sex trafficking? Brokered Subjects digs deep into the accepted narratives of sex trafficking to reveal the troubling assumptions that have shaped both right- and left-wing agendas around sexual violence. Drawing on years of in-depth fieldwork, Elizabeth Bernstein sheds light not only on trafficking but also on the broader structures that meld the ostensible pursuit of liberation with contemporary techniques of power. Rather than any meaningful commitment to the safety of sex workers, Bernstein argues, what lies behind our current vision of trafficking victims is a transnational mix of putatively humanitarian militaristic interventions, feel-good capitalism, and what she terms carceral feminism: a feminism compatible with police batons.
