In FY 1981, more than fifty federal, state, and local programs assisted Californians with their housing expenses. The public cost of these programs totaled nearly $9.2 billion. This report enumerates the programs and explains how they operate. It provides estimates of the number and type of households affected by each program, the annual public costs of the assistance granted, and how that cost is divided among the three levels of government. These estimates were prepared as part of RAND's California Housing Policy Study, to help state officials rationalize state-funded assistance and reconsider program targets in the context of the overall pattern of housing assistance. However, the report deals only with the program costs; other planned reports will deal with housing needs and program effectiveness in meeting these needs.
