Ova publikacija je dio projekta "Škola evropskih integracija", koji realizuju Centar za građansko obrazovanje, Centar za razvoj nevladinih organizacija i Evropski pokret u Crnoj Gori, uz podršku Foundation Open Society Institute, Predstavništvo Crna Gora. Škola evropskih integracija je dugoročni program alternativnog obrazovanja odraslih, koji je započet u januaru 2004. Program se sastoji od četvoromjesečnih kurseva na kojima se, kroz kombinaciju tradicionalnih i interaktivnih metoda učenja, obrađuju teme vezane za istorijat evropskih integracija, institucije i organizacije EU, principe i vrijednosti na kojima počiva EU, kao i iskustva pojedinih zemalja u procesu integracija. U sklopu prve i druge generacije, Školu je uspješno završilo 65 polaznika (iz javnog sektora, medija, NVO-a, političkih partija i akademskih institucija), koji su pokazali visok nivo motivacije i želje da stečena znanja primjenjuju u svom svakodnevnom radu. Učesnici programa su slušali predavanja domaćih i inostranih stručnjaka, diplomata i državnih zvaničnika, čije autorske tekstove, odnosno obrađena predavanja, objavljujemo u ovoj knjizi. Uzimajući u obzir veliko interesovanje za evropske integracije, kao i nedovoljan broj publikacija u kojima bi se na jasan i pregledan način obradili najvažniji aspekti ove složene i obimne teme, smatrali smo da će ova knjiga biti korisna ne samo polaznicima Škole, već i široj publici zainteresovanoj za pomenutu oblast. Ovu priliku koristimo i da iskažemo veliku zahvalnost predavačima naše Škole na trudu, vremenu i pozitivnoj energiji koju su ulagali prenoseći svoja znanja i iskustva slušaocima i budućim čitaocima. Takođe, zahvaljujemo se i polaznicima Škole na interesovanju i optimizmu koje su pokazali učestvujući u radu Škole i nadamo se da će stečena znanja upotrijebiti na dobrobit razvoja otvorenog demokratskog društva u Crnoj Gori.

From videos of rights violations, to satellite images of environmental degradation, to eyewitness accounts disseminated on social media, human rights practitioners have access to more data today than ever before. To say that mobile technologies, social media, and increased connectivity are having a significant impact on human rights practice would be an understatement. Modern technology - and the enhanced access it provides to information about abuse - has the potential to revolutionise human rights reporting and documentation, as well as the pursuit of legal accountability. However, these new methods for information gathering and dissemination have also created significant challenges for investigators and researchers. For example, videos and photographs depicting alleged human rights violations or war crimes are often captured on the mobile phones of victims or political sympathisers. The capture and dissemination of content often happens haphazardly, and for a variety of motivations, including raising awareness of the plight of those who have been most affected, or for advocacy purposes with the goal of mobilising international public opinion. For this content to be of use to investigators it must be discovered, verified, and authenticated. Discovery, verification, and authentication have, therefore, become critical skills for human rights organisations and human rights lawyers. This book is the first to cover the history, ethics, methods, and best-practice associated with open source research. It is intended to equip the next generation of lawyers, journalists, sociologists, data scientists, other human rights activists, and researchers with the cutting-edge skills needed to work in an increasingly digitized, and information-saturated environment.

The Universal Periodic Review is an intriguing and ambitious development in human rights monitoring which breaks new ground by engaging all 193 members of the United Nations. This book provides the first sustained analysis of the Review and explains how the Review functions within the architecture of the United Nations. It draws on socio-legal scholarship and the insights of human rights practitioners with direct experience of the Review in order to consider its regulatory power and its capacity to influence the behaviour of states. It also highlights the significance of the embodied features of the Review, with its cyclical and intricately managed interactive dialogues. Additionally, it discusses the rituals associated with the Review, examines the tendency of the Review towards hollow ritualism (which undermines its aspiration to address human rights violations comprehensively) and suggests how this ritualism might be overcome.
