William Malcolm Hailey (1872-1969) was, by common consent, the most distinguished member of the Indian Civil Service in the twentieth century. Going out to India in 1894, he served as the first chief commissioner of Delhi (1912-18), as Finance and then Home Member of the Viceroy's Council (1919-24), and then as Governor of the Punjab (1924-8) and the United Provinces (1928-34). As adviser to five viceroys, he was one of the most resourceful strategists seeking to deal with the challenge of Gandhi and the Indian National Congress. After leaving India he had what amounted to a second career in relation to Africa, during which he directed two editions of the African Survey (1938, 1956), wrote two important reports on British colonial administration, and served as an adviser to the Colonial Office. This is the first book-length study of Hailey's career.

Starting with the premise that Europe was made by its imperial projects as much as colonial encounters were shaped by events and conflicts in Europe, the contributors to Tensions of Empire investigate metropolitan-colonial relationships from a new perspective. The fifteen essays demonstrate various ways in which "civilizing missions" in both metropolis and colony provided new sites for clarifying a bourgeois order. Focusing on the eighteenth, nineteenth, and early twentieth centuries, they show how new definitions of modernity and welfare were developed and how new discourses and practices of inclusion and exclusion were contested and worked out. The contributors argue that colonial studies can no longer be confined to the units of analysis on which it once relied; instead of being the study of "the colonized," it must account for the shifting political terrain on which the very categories of colonized and colonizer have been shaped and patterned at different times.

Stirring language and appeals to collective action were integral to the battles fought to defend empires and to destroy them. These wars of words used rhetoric to make their case. That rhetoric is the subject of this collection of essays exploring the arguments fought over empire in a wide variety of geographic, political, social and cultural contexts. Why did imperialist language remain so pervasive in Britain, France and elsewhere throughout much of the twentieth century? What rhetorical devices did political leaders, administrators, investors and lobbyists use to justify colonial domination before domestic and foreign audiences? How far did their colonial opponents mobilize a different rhetoric of rights and freedoms to challenge them? These questions are at the heart of this collection. Essays range from Theodore Roosevelt's articulation of American imperialism in the early 1900s to the rhetorical battles surrounding European decolonization in the late twentieth century.

This is a pioneering survey of the rise of internationalism as a mainstream political idea mobilised in support of the ambitions of indigenous populations, feminists and anti-colonialists, as well as politicians, economists and central bankers. "At the end of the First World War, the Paris Peace Conference saw a battle over the future of empire. The victorious allied powers wanted to annex the Ottoman territories and German colonies they had occupied; Woodrow Wilson and a groundswell of anti-imperialist activism stood in their way. France, Belgium, Japan and the British dominions reluctantly agreed to an Anglo-American proposal to hold and administer those allied conquests under 'mandate' from the new League of Nations. In the end, fourteen mandated territories were set up across the Middle East, Africa and the Pacific. Against all odds, these disparate and far-flung territories became the site and the vehicle of global transformation. In this masterful history of the mandates system, Susan Pedersen illuminates the role the League of Nations played in creating the modern world. Tracing the system from its creation in 1920 until its demise in 1939, Pedersen examines its workings from the realm of international diplomacy; the viewpoints of the League's experts and officials; and the arena of local struggles within the territories themselves. Featuring a cast of larger-than-life figures, including Lord Lugard, King Faisal, Chaim Weizmann and Ralph Bunche, the narrative sweeps across the globe--from windswept scrublands along the Orange River to famine-blighted hilltops in Rwanda to Damascus under French bombardment--but always returns to Switzerland and the sometimes vicious battles over ideas of civilization, independence, economic relations, and sovereignty in the Geneva headquarters.
