The smartphone has become one of the main tenets of contemporary spatial as well as digital migration routes that are increasingly determined by technologies, platforms and networks. Such routes have become increasingly dangerous and uncertain, which testifies of structural criminalisation and control of people on the move, but also raises important questions about autonomy and agency of individuals as a response to restrictive migration and border policies. The monograph explores such transformations by focussing on the movement of refugees across the borders of nation-states through a rethinking of the notion of vulnerability (especially of women and children), the examination of perceptions of refugees and migrants by the public and a reflection of the notions of climate change and climate refugees that all challenge the main classificatory mechanisms constructing more or less “legitimate” groups of migrants. In this vein, the authors argue for more solidarity throughout the movement of individuals through the “gates” and “violent borders” of contemporary nation-states. Pametni telefon je postal eden od glavnih označevalcev prostorskih kot tudi digitalnih migracijskih poti, ki jih vedno bolj določajo tudi tehnologije, platforme in omrežja. Tovrstne poti postajajo vedno bolj nevarne in negotove in pričajo o strukturni kriminalizaciji in nadzoru oseb na poti, a hkrati odpirajo pomembna vprašanja o avtonomiji in delovalnosti posameznikov in posameznic kot odzivu na vedno bolj omejevalne migracijske in mejne politike. Monografija s poudarkom na gibanju beguncev in begunk čez meje nacionalnih držav analizira tovrstne transformacije. Gre zlasti za premislek o konceptu ranljivosti (predvsem žensk in otrok), za analizo percepcij migrantov in beguncev s strani javnosti in za refleksije podnebnih sprememb in ideje podnebnih beguncev, ki postavljajo pod vprašaj temeljne klasifikacijske mehanizme konstruiranja bolj ali manj ‘legitimnih’ skupin migrantov in migrantk. Although there had long been pressing demands to limit international migration, the terrorist attacks of 11 September 2001 marked an emblematic turning point in national border policies. The new century ushered in renewed efforts by national governments, and hence European policymakers, to re-instate stricter controls on trans-border mobility, even at the cost of violating international agreements and compromising commitments to the protection of human rights.The theme of borders has also been a domain of inquiry for academia and the scientific community. Various scientific disciplines have pooled resources and initiated dialogue with the larger society on issues such as boundaries, migrations, and human rights. This volume is the fruit of an initiative by the UNIMI Migration and Human Rights Research Centre and offers the thoughts and insights of a number of authors, contributing a range of disciplinary perspectives to bear on this critical issue of our times. Sebbene le istanze per la limitazione delle migrazioni internazionali fossero già da tempo pressanti, gli attentati dell’11 settembre 2001 sono assurti a momento emblematico di svolta della politica dei confini. Il nuovo secolo si è aperto sotto il segno della riaffermazione della volontà dei governi nazionali, e di riflesso delle istituzioni europee, di ripristinare un più stretto controllo sulla mobilità transfrontaliera, anche a costo di sottrarsi agli obblighi sanciti dalle convenzioni internazionali e di compromettere il proprio impegno per la tutela dei diritti umani.Il tema dei confini interroga anche il mondo accademico e il dibattito scientifico. Intorno ai nessi tra confini, migrazioni e diritti umani, varie discipline scientifiche si confrontano ed entrano in dialogo con la società. In questa chiave, il presente volume, frutto dell’iniziativa del CRC “Migrazioni e diritti umani” dell’università degli studi di Milano, intende proporre una riflessione a più voci, da diverse prospettive disciplinari, intorno a una questione così cruciale per il nostro tempo.

Središčni problem knjige je raziskava migracijskih valov iz koprskega okraja v Italijo, še posebej tistega med letoma 1954 in 1957. To je bil zadnji, pa tudi najmočnejši izselitveni tok iz istrskega etnično mešanega prostora, spodbujen s podpisom Londonskega memoranduma v začetku oktobra 1954. Raziskava je postavljena na tri glavne temelje. Najprej se je bilo treba seznaniti z literaturo na temo izseljevanja prebivalcev Dalmacije, Reke in Istre iz Jugoslavije po drugi svetovni vojni. Drugi temelj je predstavljala računalniška obdelava arhivskega gradiva iz Pokrajinskega arhiva Koper, ki v svojih depojih hrani dokumente Tajništva za notranje zadeve Okraja Koper. Prav so prišli tudi številni drugi arhivski viri iz slovenskih arhivov. Poznavanje zgodovine, razvoja, metod, zahtev in glavnih značilnosti sodobnih teorij o migracijah je predstavljalo tretji temelj. Ta je poskrbel za umestitev podatkov o tej migraciji v širši okvir in s tem omogočil primerjave njenih značilnosti z drugimi podobnimi migracijskimi procesi.

Les expatriés – citoyens de seconde zone voire traîtres à la patrie–, souvent privés de tout ou partie de leurs droits politiques, furent, aux XIXe et XXe siècles, les enfants pauvres de la nation. Depuis une trentaine d'années, à la faveur des évolutions du système migratoire mondial et des transformations technologiques permettant des relations à distance, les migrants conservent plus de liens avec leurs pays d'origine. Ils participent activement aux débats sur la définition ou la redéfinition de la nation et favorisent la formation d'un espace transétatique de négociation pour la satisfaction de leurs revendications en termes de nationalité, de représentation politique, etc. Loin des yeux, ils se situent désormais plus près du cœur de la nation. Nombre d'Etats, émergents et développés, mettent en œuvre des politiques de lien avec leurs ressortissants à l'étranger. C'est précisément l'intérêt de cet ouvrage novateur que de présenter, à partir d'une quinzaine de pays, un panorama de ces transformations anciennes et contemporaines.
