Abstract

Digital communication technologies have thrust the calculus of global political power into a period of unprecedented complexity. In every aspect of international affairs, digitally enabled actors are changing the way the world works, and disrupting the institutions that once held a monopoly on power. In this book, Taylor Owen provides a look at the way that digital technologies are shaking up the workings of the institutions that have traditionally controlled international affairs: humanitarianism, diplomacy, war, journalism, activism, and finance.

Abstract

This report published by ISPI and the Brookings Institution analyzes the challenges to international order posed by the ongoing race for technological superiority. From artificial intelligence and quantum computing to hypersonic weapons and new forms of cyber and electronic warfare, advances in technology have threatened to make the international security environment more unpredictable and volatile – yet the international community remains unprepared to assess and manage that risk. What is needed is a mature understanding of how technology has emerged as a key enabler of sovereignty in the XXI century, how the ongoing race for technological supremacy is disrupting the balance of power globally, and what the attendant strategic and security implications of those transformations will be. This report is an effort to that end.

Abstract

Eugene Skolnikoff treats the roles of science and technology across the entire range of relations among nations, including security and economic issues, environmental questions, international economic competitiveness, the spread of weapons technology, the demise of communism, the new content of dependency relations, and the demanding new problems of national and international governance. He shows how the structure and operation of the scientific and technological enterprises have interacted with international affairs to lead to the dramatic evolution of world politics experienced in this century, particularly after World War II.

Abstract

"In 2011, the United States government declared a cyber attack as equal to an act of war, punishable with conventional military means. Cyber operations, cyber crime, and other forms of cyber activities directed by one state against another are now considered part of the normal relations range of combat and conflict, and the rising fear of cyber conflict has brought about a reorientation of military affairs. What is the reality of this threat? Is it actual or inflated, fear or fact-based? Taking a bold stand against the mainstream wisdom, Valeriano and Maness argue that there is very little evidence that cyber war is, or is likely to become, a serious threat. Their claim is empirically grounded, involving a careful analysis of cyber incidents and disputes experienced by international states since 2001, and an examination of the processes leading to cyber conflict. As the authors convincingly show, cyber incidents are a little-used tactic, with low-level intensity and few to no long-term effects. As well, cyber incidents are motivated by the same dynamics that prompt regional conflicts. Based on this evidence, Valeriano and Maness lay out a set of policy recommendations for proper defense against cyber threats that is built on restraint and regionalism"--

Abstract

Arms and Influence explores the complex relationship between technology, policymaking, and international norms. Modern technological innovations such as the atomic bomb, armed unmanned aerial vehicles (UAVs), and advanced reconnaissance satellites have fostered debates about the boundaries of international norms and legitimate standards of behavior. These advances allow governments new opportunities for action around the world and have, in turn, prompted a broader effort to redefine international standards in areas such as self-defense, sovereignty, and preemptive strikes. In this book, Jeffrey S. Lantis develops a new theory of norm change and identifies its stages, including redefinition (involving domestic political deliberations) and constructive norm substitution (in multilateral institutions). He deftly takes some of the most controversial new developments in military technologies and embeds them in international relations theory. The case evidence he presents suggests that periods of change are underway across numerous different issue areas.
