Abstract

The new US National Cyber Strategy points to Russia, China, North Korea and Iran as the main international actors responsible for launching malicious cyber and information warfare campaigns against Western interests and democratic processes. Washington made clear its intention of scaling the response to the magnitude of the threat, while actively pursuing the goal of an open, secure and global Internet. The first Report of the ISPI Centre on Cybersecurity focuses on the behaviour of these "usual suspects", investigates the security risks implicit in the mounting international confrontation in cyberspace, and highlights the current irreconcilable political cleavage between these four countries and the West in their respective approaches "in and around" cyberspace.

Abstract

In recent years, digital technologies have substantially impacted the world of diplomacy. From social media platforms and artificial intelligence to smartphone application and virtual meetings, digital technologies have proven disruptive impacting the norms, practices and logics of diplomats, states, and diplomatic institutions. Although the term digital diplomacy is commonly used by academics and diplomats, few works to date have clearly defined this term or offered a comprehensive analysis of its evolution. This handbook investigates digital diplomacy as a practice, as a process and as a form of disruption. Written by leading experts in the field, this comprehensive volume delves into the ways in which digital technologies are being used to achieve foreign policy goals, and how diplomats are adapting to the digital age. The Oxford Handbook of Digital Diplomacy explores the shifting power dynamics in diplomacy, exploring the establishment of embassies in technology hubs, the challenges faced by foreign affairs departments in adapting to digital technologies, and the utilization of digital tools as a means of exerting influence. Utilizing a multidisciplinary approach, including theories from international relations, diplomacy studies, communications, sociology, internet studies, and psychology, the handbook examines the use of digital technologies for international development in the Global South, the efforts to combat digital disinformation in the Middle East, and the digital policies of countries in Europe and the Asia-Pacific. Through case studies and in-depth analysis, readers will gain a comprehensive understanding of the term "digital diplomacy" and the many ways in which diplomacy has evolved in the digital age. the digital age.--

Abstract

Abstract

"In this book, Owen will provide a sweeping look at the way that digital technologies are disrupting the workings of the institutions that have traditionally controlled international affairs: humanitarianism, diplomacy, war, journalism, activism, and trade. The traditional nation state system and the subsequent multinational system were founded on and have long functioned through a concentration of power - through the military, currency controls, foreign policy, the rule of law, etc. In his book Owen argues that in every aspect of international affairs, the digitally enabled are changing the way the world works and disrupting the institutions that once held a monopoly on power. Following an introduction and digest of what constitutes the traditional state, each chapter of Owen's book will look at a different aspect of international affairs, profiling the disruptive innovators and demonstrating how they are challenging existing power structures for good and ill. He'll consider what constitutes successful online international action, what sorts of technologies are being used as well as what these technologies might look like a decade from now, and what new institutions will be needed to moderate the new power structures and ensure accountability. In sum, Owen aims to provide a road map for navigating a networked world"-- "Anonymous. WikiLeaks. The Syrian Electronic Army. Edward Snowden. Bitcoin. The Arab Spring. Digital communication technologies have thrust the calculus of global political power into a period of unprecedented complexity. In every aspect of international affairs, digitally enabled actors are changing the way the world works and disrupting the institutions that once held a monopoly on power. No area is immune: humanitarianism, war, diplomacy, finance, activism, or journalism. In each, the government departments, international organizations and corporations who for a century were in charge, are being challenged by a new breed of international actor. Online, networked and decentralized, these new actors are innovating, for both good and ill, in the austere world of foreign policy. They are representative of a wide range of 21st century global actors and a new form of 21st century power: disruptive power. In Disruptive Power, Taylor Owen provides a sweeping look at the way that digital technologies are shaking up the workings of the institutions that have traditionally controlled international affairs. The nation state system and the subsequent multinational system were founded on and have long functioned through a concentration of power in the state. Owen looks at the tools that a wide range of new actors are using to increasingly control international affairs, and how their rise changes the way we understand and act in the world. He considers the bar for success in international digital action and the negative consequences of a radically decentralized international system. What new institutions will be needed to moderate the new power structures and ensure accountability? And how can governments and corporations act to promote positive behavior in a world of disruptive innovation? Owen takes on these questions and more in this probing and sober look at the frontier of international affairs, in a world enabled by information technology and increasingly led by disruptive innovators. With cutting edge analysis of the fast-changing relationship between the declining state and increasingly powerful non-state actors, Disruptive Power is the essential road map for navigating a networked world"--

Abstract

Learn how the perception of truth has been weaponized in modern politics with this "insightful" account of propaganda in Russia and beyond during the age of disinformation (New York Times). When information is a weapon, every opinion is an act of war.We live in a world of influence operations run amok, where dark ads, psyops, hacks, bots, soft facts, ISIS, Putin, trolls, and Trump seek to shape our very reality. In this surreal atmosphere created to disorient us and undermine our sense of truth, we’ve lost not only our grip on peace and democracy — but our very notion of what those words even mean.Peter Pomerantsev takes us to the front lines of the disinformation age—from Kiev to Manilla--where he meets Twitter revolutionaries and pop-up populists, “behavioral change” salesmen, Jihadi fanboys, Identitarians, truth cops, and many others. Forty years after his Ukranian dissident parents were pursued by the KGB, Pomerantsev finds the Kremlin re-emerging as a great propaganda power. His research takes him back to Russia — but the answers he finds there are not what he expected.Blending reportage, family history, and intellectual adventure, This Is Not Propaganda explores how we can reimagine our politics and ourselves when reality seems to be coming apart.

Abstract

When information is a weapon, everyone is at war. We live in a world of influence operations run amok, a world of dark ads, psy-ops, hacks, bots, soft facts, ISIS, Putin, trolls, Trump. We've lost not only our sense of peace and democracy - but our sense of what those words even mean. As Peter Pomerantsev seeks to make sense of the disinformation age, he meets Twitter revolutionaries and pop-up populists, 'behavioural change' salesmen, Jihadi fan-boys, Identitarians, truth cops, and much more. Forty years after his dissident parents were pursued by the KGB, he finds the Kremlin re-emerging as a great propaganda power. His research takes him back to Russia - but the answers he finds there are surprising. Part reportage, part intellectual adventure, This is Not Propaganda is a Pynchon-like exploration of how we can reimagine our politics and ourselves in a time where truth has been turned topsy-turvy.
