Abstract

This report identifies effective strategies to tackle skills imbalances in South Africa. It provides an assessment of practices and policies in the following areas: the collection and use of information on skill needs to foster a better alignment of skills acquisitions with labour market needs; education and training policies targeting skills development and investment for individuals and employers; job creation policies to develop skills through on-the-job learning; and policies facilitating the entry of migrants with skills that are in demand. The assessment is based on country visits, desk research and data analysis conducted by the OECD secretariat.

This report identifies effective strategies to tackle skills imbalances, based on five country-specific policy notes for France, Italy, Spain, South Africa and the United Kingdom. It provides a comparative assessment of practices and policies in the following areas: the collection and use of information on skill needs to foster a better alignment of skills acquisitions with labour market needs; the design of education and training systems and their responsiveness to changing skill needs; the re-training of unemployed individuals; and the improvement of skills use and skills matching in the labour market. The assessment is based on country visits, desk research and data analysis conducted by the OECD secretariat in the five countries reviewed. Examples of good practice from other countries are also discussed.

Abstract

Minority youth unemployment is an enduring economic and social concern. This book evaluates two new initiatives for minority high school students that seek to cultivate marketable job skills. The first is an after-school program that provides experiences similar to apprenticeships, and the second emphasizes new approaches to improving job interview performance. The evaluation research has several distinct strengths. It involves a randomized controlled trial, uncommon in assessments of this issue and age group. Marketable job skills are assessed through a mock job interview developed for this research and administered by experienced human resource professionals. Mixed methods are utilized, with qualitative data shedding light on what actually happens inside the programs, and a developmental science approach situating the findings in terms of adolescent development. Beneficial for policy makers and practitioners as well as scholars, Job Skills and Minority Youth focuses on identifying the most promising tactics and addressing likely implementation issues.

Abstract

The ‘basic skills’ of literacy and numeracy are among the most fundamental attributes of human beings and their civilization, lying at the root of our capacity to communicate and live and work together, to develop and share knowledge, science and culture. Their contribution to workforce skills have increasingly been recognized as critical to economic success, while evidence on gaps in adult basic skills and the link with economic and social outcomes has also been growing, both at national and international level (e.g. International Survey of Adult Skills of 1994-98 and Adult Literacy and Life Skills Survey of 2003-2007). Most tellingly, there has been a belated realization that despite universal basic education in advanced countries, some adults have slipped through the net, leaving them with very weak literacy and numeracy. All of these factors underline the importance of the OECD’s new international Survey of Adult Skills. This report on skills in the US draws out the policy implications of the Survey for the US, while also making use of some additional data collected for the Survey on the US alone. The study does not directly evaluate relevant US policies and programs – such as schooling and adult education. Instead it identifies in the results of the Survey some key lessons about the strategic objectives and directions which should form a frame for policy development in the US, including policy on adult learning and schooling.
